Whether a product is covered by a Saudi Technical Regulation decides the conformity route. SABER is the platform used to electronically register conformity and consignment certificates for imported or locally manufactured consumer goods.

Regulated Products

A Technical Regulation applies. A product conformity process is required, supported by testing and documentation, with certification-body involvement. Both a PCoC and an SCoC are needed.

Non-Regulated Products

No specific Technical Regulation applies, so a different conformity route is used. The importer still handles requirements through SABER and typically obtains an SCoC for customs clearance.
