SABER is Saudi Arabia's mandatory conformity platform, so the certificate always relates to the Saudi market — but a large share of the goods entering the Kingdom originate in India. If you manufacture or export from India to Saudi Arabia, your products must be registered on SABER and hold a valid certificate before they can be cleared at the Saudi port of entry.

Why Indian Exporters Need a SABER Certificate

Saudi customs will not release a consignment that lacks a valid Shipment Certificate of Conformity (SCoC), and for regulated products that SCoC can only be issued when a Product Certificate of Conformity (PCoC) is already registered in SABER. For an Indian exporter, that means the certificate is not optional paperwork — it is the difference between a shipment clearing smoothly and one being held, delayed or returned at destination.

The requirement applies regardless of where your goods are made; what matters is that they are entering Saudi Arabia. Getting the certification right before the goods leave India protects your delivery timelines and your relationship with your Saudi buyer.

PCoC & SCoC for Export from India to Saudi Arabia

The two certificates work together. The PCoC certifies your product model and is valid for up to 12 months, covering every shipment of that model. The SCoC is issued for each individual consignment leaving India and links that shipment to the certified product. For non-regulated products, only the SCoC is required. We determine the correct route for your goods at assessment and manage both certificates from India.

Documents & Testing from India

Most Indian exporters already hold part of what SABER needs — a commercial invoice, packing list, and often test reports from an Indian laboratory. The key question is whether those test reports meet the standards named in the applicable Saudi Technical Regulation and come from an appropriately accredited lab. Do I need a Saudi importer to get certified?

Yes. The certificate is registered under the Saudi importer's SABER account and the SADAD fee is paid by the importer. We coordinate between the Indian exporter, the manufacturer and the Saudi importer so everything stays aligned.
