Regulated and Non-Regulated Product Categories
SASO classifies products into regulated categories (requiring PCoC and SCoC) and non-regulated categories (requiring SCoC only). The classification depends on the specific product HS code and whether a Saudi Technical Regulation exists for that product.
Electrical & Electronic Products
Regulated under multiple Saudi Technical Regulations covering safety and EMC. Includes household appliances, industrial electrical equipment, cables, switchgear, lighting, audio-visual equipment.
IEC 60335 IEC 60950 EN 55032Industrial Machinery
May be regulated depending on type and HS code. Includes compressors, pumps, generators, motors, lifting equipment, processing machinery. Factory inspection often required for this category.
Regulated (HS-dependent) Factory InspectionBuilding Materials
Several categories are regulated including steel reinforcement, cement, tiles, paints, insulation materials and safety glass. Technical Regulations specify applicable test standards.
Steel & Cement Paints Safety GlassTextiles & Footwear
Regulated for flammability and labelling requirements. Includes garments, bedding, footwear, carpets and upholstery. Arabic labelling requirements apply.
Flammability Arabic LabellingAutomotive Products
Regulated category including tyres, batteries, lubricants, spare parts and accessories. HS code classification is critical as requirements vary significantly by product type.
Tyres Batteries LubricantsChemicals & Lubricants
Regulated for safety and labelling. Includes industrial lubricants, cleaning agents, paint, adhesives and solvents. Safety Data Sheet and Arabic labelling required.
SDS Required Arabic LabellingFurniture & Household Products
Partially regulated. Includes furniture, mattresses, kitchen equipment and household goods. Flammability and safety marking requirements apply to certain subcategories.
Partially Regulated FlammabilityFood Contact & Cosmetic Products
SFDA (Saudi Food and Drug Authority) regulation applies in addition to SABER requirements for food contact materials and cosmetics. Dual regulatory compliance needed.
SFDA + SABER Dual ComplianceImportant Note
Technical Regulations Vary by Product
Do not assume that the same certification process applies across a product category. Two products in the same broad category may have completely different applicable Technical Regulations, test standards and conformity routes depending on their specific HS codes.
