What is an HS Code?

The Harmonized System (HS) code is an internationally standardised number used to classify traded products. Saudi customs uses it to apply duties, and SABER uses it to determine which Technical Regulation — if any — applies to your product.

Does my HS code decide whether I need SABER?

Largely, yes. SABER maps HS codes to Technical Regulations. If your code falls under a regulation, the product is regulated and needs both a PCoC and an SCoC. If not, it is treated as non-regulated and typically needs only an SCoC. The exact status must be verified against current SABER data.

What happens if the HS code on my documents is wrong?
