Documents Required for PCoC (Product Certificate)
The Product Certificate of Conformity (PCoC) is issued per product model. The following documents are typically required to apply for a PCoC through the SABER platform:
- Product name and model number
- HS code
- Manufacturer full legal name and address
- Country of origin
- Brand name (if applicable)
- Product technical specifications or datasheet
- Product photographs showing all sides
- Applicable test reports from accredited laboratory
- Declaration of conformity (DOC)
- Saudi importer CR number and SABER account
- Any existing certificates (CE, CB, etc. — if applicable)
Documents Required for SCoC (Shipment Certificate)
The Shipment Certificate of Conformity (SCoC) is issued per consignment. It must be obtained before each shipment is dispatched to Saudi Arabia:
- Valid PCoC certificate number (for regulated products)
- Commercial invoice
- Packing list
- Bill of lading or airway bill draft
- Product photographs of actual shipment batch
- Manufacturer confirmation that shipment matches PCoC product
- Saudi importer details
- Pre-shipment inspection report (if required)
Test Report Requirements
Test reports are central to the PCoC application. An acceptable test report must meet all of the following criteria:
- Issued by an accredited laboratory (ISO/IEC 17025)
- Covers the correct product model and variant
- Meets the applicable Saudi test standard (not just CE/FCC)
- Within validity period
- Full test scope — no gaps or N/A items
- Product description matches commercial documents
- Accreditation scope covers the applicable standard
Manufacturer and Product Documentation
In addition to test reports and certificates, manufacturer documentation must clearly establish the product's origin and specifications. Manufacturer docs should include:
- Legal manufacturer name (as it appears on label)
- Full factory address
- Product model designation
- Components and materials list (for regulated categories)
- Production process overview (if factory inspection required)
- Quality management records
Arabic Labelling Requirements
Products sold in Saudi Arabia must carry Arabic labels meeting Saudi labelling regulations. The label must include:
- Product name in Arabic
- Manufacturer name and country of origin
- Applicable safety markings
- Warnings in Arabic where required
If Factory Inspection is Required
For Type 3 regulated products, the conformity assessment route requires a factory inspection. In addition to standard certification documents, the inspection process involves the following evidence and a complete set of manufacturing and quality records.
