Ceiling, table, wall, pedestal and exhaust fans are regulated products in Saudi Arabia and are subject to both electrical safety and energy-efficiency requirements before shipments can clear customs. We coordinate the full SABER PCoC and SCoC process.

Is a SABER Certificate Required for Fans?

Yes. Ceiling fans, table fans, pedestal fans, wall fans and exhaust/ventilation fans are regulated products on the SABER platform. A Product Certificate of Conformity (PCoC) is required before each shipment can obtain a Shipment Certificate of Conformity (SCoC) and clear Saudi customs.

Fans are assessed for electrical safety and, for many types, energy efficiency. Because fans run for long periods in a hot climate, energy performance and motor safety are both important, and the energy-efficiency label is a common cause of shipment delays when it is missing or incorrect.

Many fan types require an energy-efficiency label showing performance data in the required format. A fan that passes safety testing but is missing the correct energy label can still be held at customs.

Do all fans need an energy-efficiency label?

Are exhaust and ventilation fans treated the same as household fans?

My fan has a remote and speed control — does that change the requirements?

Yes. Fans with electronic speed control or remote operation usually require EMC testing in addition to safety testing because they contain electronic circuits. We include this in the test scope.

How much does SABER certification for fans cost and how long does it take?

It depends mainly on whether acceptable test reports already exist. When valid safety and, where required, energy-efficiency reports are available, a fan PCoC can typically be arranged within a few working days; if new testing or an energy-label assessment is needed, the laboratory turnaround is the main variable. How long is the PCoC valid, and do I need a new SCoC for every shipment?

A Product Certificate of Conformity is typically valid for one year, so one PCoC can cover multiple shipments of the same fan model during that period. A Shipment Certificate of Conformity, however, is issued per consignment — every individual shipment needs its own SCoC before it can clear Saudi customs.
