Is a SABER Certificate Required for Electrical Switches?
Yes. Wall switches, dimmers, timers, switch plates and other wiring accessories are regulated products on the SABER platform. A Product Certificate of Conformity (PCoC) is required before each shipment can obtain a Shipment Certificate of Conformity (SCoC) and clear Saudi customs.
Because these products carry current in everyday use, they are assessed for electrical safety, mechanical durability and correct rating. Plugs, socket-outlets and adaptors follow the same SABER route but have their own plug-configuration requirements — see our dedicated Plugs & Sockets page.
Applicable Technical Regulations
Switches and wiring accessories are certified through SABER registration on the Saudi platform. The exact regulation and standards are confirmed at assessment from the product type and HS code.
- Technical Regulation for Low-Voltage Electrical Equipment and Appliances — covers electrical safety of switches and accessories
- Applicable IEC standards — for example IEC 60669 (switches for household installations), IEC 60884 (plugs and socket-outlets) and IEC 60898 (circuit breakers)
- EMC requirements for accessories with electronic functions (timers, dimmers, smart switches)
- Marking, rating and packaging requirements
Testing Requirements
- Electrical safety testing to the applicable IEC standard
- Temperature rise and current-carrying capacity verification
- Mechanical endurance (make-and-break operation) and durability of markings
- Resistance to heat, fire and tracking (glow-wire tests)
- EMC testing for electronic accessories
Existing IECEE CB or CE reports may be accepted if they cover the correct model and standard and are within validity. We assess your reports before arranging new product testing, so you only test what is genuinely missing.
SABER Certificate Requirements for Electrical Switches
A typical switch or socket application uses the set below; our full documents required guide explains each item in more detail.
- Commercial invoice and packing list
- Product photographs showing model, ratings and markings
- Technical datasheet showing voltage and current ratings
- HS code
- Test reports (safety and, where relevant, EMC)
- Manufacturer details and Declaration of Conformity where relevant
- Saudi importer registration details
How We Help
- Confirm classification and plug compatibility
We identify the product type, HS code, applicable standards and confirm compatibility with the Saudi plug/socket system.
- Review existing test reports
We check whether your reports can be reused and identify any gaps.
- Coordinate testing and marking review
We arrange any required testing and confirm rating markings meet requirements.
- Obtain the PCoC and process each SCoC
We coordinate the product certificate and process the shipment certificate for each consignment.
Frequently Asked Questions
Do sockets need to match the Saudi plug type?
Plugs and socket-outlets must be compatible with the plug system accepted in Saudi Arabia. Products built only for another regional configuration may not be accepted. We confirm this during the product assessment so you do not test or ship an incompatible design.
Are smart switches and dimmers treated differently?
Switches with electronic functions such as dimming, timing or wireless control usually require EMC testing in addition to electrical safety testing, because they contain electronic circuits. We identify the full test scope for electronic accessories.
Can one certificate cover a full range of accessories?
A PCoC can often cover a range of related models from the same manufacturer, depending on how the scope is defined. We structure the certificate so the models you actually export are covered.
How much does SABER certification for switches and sockets cost and how long does it take?
It depends mainly on whether valid test reports already exist. When acceptable safety (and, where needed, EMC) reports are available, a PCoC can typically be arranged within a few working days; if fresh testing is required, the laboratory turnaround is the main variable. Send your model details and reports and we will give you a specific quote and timeline at no cost. See our SABER certificate cost guide.
How long is the PCoC valid, and do I need a new SCoC for every shipment?
A Product Certificate of Conformity is typically valid for one year, so one PCoC can cover multiple shipments of the same accessories during that period. A Shipment Certificate of Conformity, however, is issued per consignment — every individual shipment needs its own SCoC before it can clear Saudi customs.
Which products and HS codes does this cover?
The same SABER route applies across switches, socket-outlets, plugs, adaptors, wall plates, circuit breakers and other wiring accessories — generally classified under HS heading 8536 (electrical apparatus for switching or protecting circuits). The precise HS code affects registration, so we confirm the correct classification for your exact product during assessment.
