SABER Certificate for Telecom, IT & Communication Equipment

Networking hardware, IT equipment and communication devices are regulated products in Saudi Arabia and are assessed for electrical safety and electromagnetic compatibility — and any device with wireless or radio functions also needs CITC type approval. We coordinate the full SABER PCoC and SCoC process.

Is a SABER Certificate Required for Telecom & IT Equipment?

Yes. Routers, switches, servers, computers, printers, IP cameras, telephones and most communication devices are regulated products on the SABER platform. A Product Certificate of Conformity (PCoC) is required before each shipment can obtain a Shipment Certificate of Conformity (SCoC) and clear Saudi customs.

These products are assessed for electrical safety and electromagnetic compatibility (EMC). Importantly, any product that transmits or receives radio signals — Wi-Fi, Bluetooth, cellular, RFID — additionally requires type approval from the Communications, Space & Technology Commission (CITC) before it can be sold or imported. A device can pass SABER safety requirements and still be held if the CITC radio approval is missing.

Applicable Technical Regulations

Conformity runs through SABER registration on the Saudi platform, and wireless devices run through CITC in parallel. The exact requirements are confirmed at assessment from the device type and HS code.

Wireless is the most common trap. If your product has any radio module, plan for CITC type approval alongside SABER — the two are separate approvals with separate evidence, and customs checks for both.

Testing Requirements

  • Electrical safety testing to IEC/EN 62368-1
  • EMC emission and immunity testing (CISPR 32 / CISPR 35)
  • Radio / RF testing for the wireless module (for CITC type approval)
  • SAR testing for certain body-worn or handheld wireless devices
  • Energy-efficiency testing where the product category requires it

Existing IECEE CB or CE reports may be reused if they cover the correct model and standards and are within validity. We assess your existing reports before arranging new product testing, so you only test what is genuinely missing.

Frequently Asked Questions

Does my Wi-Fi or Bluetooth device need more than a SABER certificate?

Yes. Any device with a radio module needs CITC type approval in addition to the SABER certificate. The SABER PCoC covers electrical safety and EMC; CITC covers the radio spectrum use. Both must be in place before import.

Is a wired-only device (no wireless) simpler to certify?

Usually yes. A purely wired product — for example a managed switch or a wired IP phone — typically needs only the SABER safety and EMC route, without CITC radio approval. We confirm this from the product specification.

Can I reuse my CE or FCC test reports?

Often, in part. Safety (62368-1) and EMC reports from an accredited laboratory may be accepted for SABER if they cover the correct model and are current. Radio reports may support the CITC application, but CITC has its own submission requirements. We review what you hold before arranging anything new.

How much does certification cost and how long does it take?

It depends on the device and whether valid reports already exist, and wireless devices take longer because of the separate CITC approval. This covers telephones and networking equipment (HS heading 8517), automatic data-processing machines and computers (HS heading 8471), printers and peripherals (HS heading 8443) and related communication devices. The precise HS code and whether the device is wireless affect the route, so we confirm the correct classification during assessment.
