What we handle
Understanding the Framework
SASO sets the standards. SABER is the platform. Every regulated product exported to Saudi Arabia must be registered and certified before it clears customs — and the requirements differ by product type and HS code.
| SASO | Saudi authority that sets national standards and Technical Regulations for product safety and conformity. |
| SABER | Electronic platform for product registration, PCoC issuance and SCoC processing before customs clearance. |
| PCoC | Product Certificate of Conformity — covers the product model and is valid across shipments within its period. |
| SCoC | Shipment Certificate of Conformity — issued per individual consignment before each export. |
Products covered by a Saudi Technical Regulation require both a PCoC and SCoC. The applicable regulation depends on the product category and HS code. We identify the correct regulation as the first step.
Products not covered by a specific Technical Regulation still require an SCoC for customs clearance. We confirm the classification before beginning any work.
The Saudi importer initiates the SABER registration. We coordinate between the exporter and the importer to keep documentation aligned and the process moving.
PCoC certificates are issued by SASO-approved Conformity Assessment Bodies. We coordinate with the relevant body based on your product and applicable regulation.

SASO (Saudi Standards, Metrology and Quality Organization) is the authority that creates Saudi national standards and Technical Regulations. SABER is the electronic platform through which products are registered and certificates of conformity are issued. SASO writes the rules — SABER is where compliance is processed.
A PCoC (Product Certificate of Conformity) covers a specific product model and remains valid for multiple shipments within its validity period. An SCoC (Shipment Certificate of Conformity) is issued per individual consignment and is required for each shipment to clear Saudi customs.
Not every product is regulated. Saudi Arabia classifies products as regulated or non-regulated. Regulated products require PCoC and SCoC. Non-regulated products may only require an SCoC. The classification depends on the product type and HS code — submit your details for a specific assessment.
This depends on the product, applicable Technical Regulation, chosen conformity route and existing technical documentation. Some routes allow existing accredited test reports. Others require new testing. We assess each product individually to identify the most practical route.
The Saudi importer normally initiates the product registration on the SABER platform. The exporter and manufacturer provide the technical documentation, test reports and product information. We coordinate between both parties throughout the process.
Timelines vary by product category, available documentation, applicable regulation and whether new testing is required. Products with complete documentation and existing accredited test reports move faster. We provide a time estimate after reviewing your specific product.
