What Is SASO SABER Certification?
SASO sets the standards. SABER is the platform. Every regulated product exported to Saudi Arabia must be registered and certified before it clears customs — and the requirements differ by product type and HS code.

Regulated Products

SASO (Saudi Standards, Metrology and Quality Organization) is the authority that creates Saudi national standards and Technical Regulations. SABER is the electronic platform through which products are registered and certificates of conformity are issued. SASO writes the rules — SABER is where compliance is processed.
What is the difference between PCoC and SCoC?
A PCoC (Product Certificate of Conformity) covers a specific product model and remains valid for multiple shipments within its validity period. An SCoC (Shipment Certificate of Conformity) is issued per individual consignment and is required for each shipment to clear Saudi customs.
Does every product exported to Saudi Arabia need SABER?
Not every product is regulated. Saudi Arabia classifies products as regulated or non-regulated. Regulated products require PCoC and SCoC. Non-regulated products may only require an SCoC. The classification depends on the product type and HS code — submit your details for a specific assessment.
Can certification proceed without a test report?
