Is a SABER Certificate Required for Building Materials?

Almost always. Building and construction materials are covered by a series of Saudi Technical Regulations for Building Materials and are treated as regulated products on the SABER platform. A Product Certificate of Conformity (PCoC) must be obtained for the product before a Shipment Certificate of Conformity (SCoC) can be issued for each consignment and the goods cleared through Saudi customs.

Building materials are grouped into several regulated parts / groups — for example cement and concrete products, steel and metal for construction, thermal insulation, gypsum and boards, waterproofing, and doors and windows. Each group has its own applicable standards, so the requirements for insulation differ sharply from those for cement or tiles.

Building materials are certified through SABER registration, and the relevant regulation depends on which building-materials group your product belongs to. The exact regulation, group and standard are confirmed at assessment from the product type and HS code.

  • Technical Regulation for Building Materials — the umbrella framework, divided into groups covering different material families
  • Thermal insulation materials — subject to thermal-conductivity limits and reaction-to-fire classification, and closely tied to the Saudi energy-conservation requirements
  • Cement, concrete products and aggregates — assessed against the applicable SASO/GSO strength and composition standards

Fire classification is the single most common sticking point for building materials — particularly insulation and cladding. The fire test must be to the accepted standard and cover the exact product construction. We confirm the required fire class before you ship.

Testing Requirements

Testing depends heavily on the material group. Typical requirements include:

  • Reaction-to-fire / fire-resistance testing for insulation, boards, cladding and finishing materials
  • Thermal conductivity (lambda / R-value) testing for insulation products
  • Compressive and flexural strength for cement, concrete products and tiles
  • Dimensional, density and water-absorption testing as applicable to the product
  • Durability and performance testing specified by the individual product standard

Existing test reports from accredited laboratories (ISO/IEC 17025) may be accepted if they cover the correct product and standard and are within validity. We assess your reports first and arrange product testing only for what is genuinely missing.

Frequently Asked Questions

Does insulation really need a fire test for Saudi Arabia?

Yes. Thermal insulation and many cladding and board products must meet a specified reaction-to-fire classification, and the fire test report must cover the exact product construction. This is one of the most common reasons building-material shipments are held.

My product has an accredited lab test report — is that enough?

Often it forms the core of the evidence, provided it is from an ISO/IEC 17025 accredited laboratory, covers the correct product and standard, and is current. Some products additionally require a factory or product certification step, which we confirm at assessment.

What is the difference between the product certificate and the shipment certificate?

The PCoC confirms the product meets the applicable regulation and is typically valid for one year. The SCoC is issued per consignment and is required for each individual shipment. Both are needed to clear customs.

How much does SABER certification for building materials cost and how long does it take?

It depends on the material group and whether valid test reports already exist. When acceptable fire, thermal or strength reports are available, a PCoC can often be arranged quickly; if testing such as reaction-to-fire or thermal conductivity is needed, the laboratory turnaround is the main variable.
