Overview
A CCTV camera is an audio/video and information-technology device: it is powered continuously, it processes and transmits a video stream, and — for most modern models — it contains a Wi-Fi radio. That makes its certification broader than the wider telecom, IT and communication equipment route: the key evidence is an IEC/EN 62368-1 electrical-safety report and an EMC report (emissions and immunity), and any model with a radio additionally needs type approval from the Communications, Space & Technology Commission (CITC).
CCTV cameras and recorders fall under the SABER conformity scheme. A Product Certificate of Conformity (PCoC) is required for the camera range, and a Shipment Certificate of Conformity (SCoC) is required for each consignment before it can clear Saudi customs. HS Codes
CCTV cameras and recorders are commonly classified under the headings below. These are examples only — the correct code depends on the exact product.
- 8525.89 — Television cameras, digital cameras and video camera recorders (most IP and analog CCTV cameras)
- 8521.90 — Video recording or reproducing apparatus (NVR / DVR)
- 8517.62 — Machines for the reception, conversion and transmission of data (some network cameras and video encoders)
- 8529.90 — Parts for cameras and recorders (housings, brackets, modules)
Applicable Saudi Requirements
CCTV cameras are certified through SABER registration on the Saudi platform, and wireless models run through CITC in parallel. The main requirements are:
- A valid PCoC issued against the applicable Technical Regulations and IEC/EN 62368-1
- An SCoC for each individual shipment before customs clearance
- An IEC/EN 62368-1 electrical-safety report for the camera and recorder models
- An EMC test report covering both emissions and immunity
- CITC type approval for any model with Wi-Fi, Bluetooth or cellular
- An ingress-protection (IP66 / IP67) and, where claimed, impact (IK08 / IK10) rating for outdoor cameras
- Nameplate / model marking matching the test reports
- A registered Saudi importer on the SABER platform to link the shipment
Technical Regulation
CCTV cameras are assessed under the Saudi Technical Regulation for Low-Voltage Electrical Equipment and Appliances and the Technical Regulation for Electromagnetic Compatibility, with IEC/EN 62368-1 as the safety standard for audio/video, information and communication-technology equipment. EMC follows CISPR 32 (emissions) and CISPR 35 (immunity). Any camera or recorder with a radio module — Wi-Fi, Bluetooth or cellular — additionally needs type approval from the Communications, Space & Technology Commission (CITC), a separate approval with its own radio test evidence that customs checks alongside SABER. Outdoor cameras are expected to carry an IP rating (IEC 60529) and often an IK impact rating (IEC 62262). Testing / Standards
CCTV cameras and recorders are typically evaluated against the applicable standards for electrical safety, EMC, radio and environmental protection. Typical verification includes:
- IEC/EN 62368-1 — electrical safety (audio/video and ICT equipment)
- CISPR 32 / EN 55032 — electromagnetic emissions
- CISPR 35 / EN 55035 — electromagnetic immunity
- Radio / RF testing for the wireless module (for example ETSI EN 300 328 at 2.4 GHz, EN 301 893 at 5 GHz) for the CITC application
- IEC 60529 — ingress protection (IP66 / IP67) for outdoor housings
- IEC 62262 — IK impact protection for vandal-resistant cameras
- Power-over-Ethernet interface compliance (IEEE 802.3af / at / bt) where relevant

The invoice, packing list and the linked PCoC are submitted for the specific consignment.

The shipment is verified against the valid PCoC, the declared models and wireless status are confirmed, and the SCoC fee is settled on the platform.

The SCoC is issued for that shipment, allowing it to clear Saudi customs. Each new shipment needs its own SCoC.
Certification Timeline

- Wired-only cameras with acceptable existing reports — a PCoC can typically be arranged within a few working days
- Wireless cameras — the parallel CITC type approval is the main driver and typically extends the timeline by a few weeks
- When fresh testing is required — the 62368-1 safety, EMC and radio programme sets the timeline
- SCoC — normally issued quickly per shipment once a valid PCoC is in place

Frequently Asked Questions
Does a Wi-Fi CCTV camera need more than a SABER certificate?
Yes. Any camera with a radio module — Wi-Fi, Bluetooth or cellular — needs CITC type approval in addition to the SABER PCoC. The SABER certificate covers electrical safety and EMC; CITC covers the radio spectrum use. Both are checked at customs.
Is a wired PoE or analog camera simpler to certify?
Usually yes. A purely wired camera — a PoE IP camera or an analog HD camera with no radio — typically needs only the SABER safety and EMC route, without CITC radio approval. We confirm this from the product specification.
Do outdoor cameras need an IP rating on the certificate?
Outdoor housings are expected to carry an ingress-protection rating (IEC 60529, usually IP66 or IP67) and often an IK impact rating, and the datasheet claim should be supported by test evidence — this matters in Saudi Arabia because of dust ingress and high ambient temperatures.
Can I reuse my CE or FCC test reports?
Often in part. IEC/EN 62368-1 safety and CISPR EMC reports from an accredited laboratory may be accepted for SABER if they cover the correct model and are current. Radio reports may support the CITC application, but CITC has its own submission requirements. We review what you hold before arranging anything new.
