Overview
Gas appliances and gas equipment are a combustion-safety product: what is certified is the safety of burning fuel gas — the carbon-monoxide content of the combustion products, flame stability, the gas-tightness of every joint, the behaviour of the appliance at the Saudi supply pressure, and the safety of the regulators, hoses and fittings that connect it to the cylinder. That makes their certification different from electric water heaters and electric ovens and cooking ranges, which are assessed mainly on electrical safety and energy efficiency — for gas products the key evidence is a combustion / CO test report and a gas leak-tightness report against the applicable gas appliance standard.
Gas appliances fall under the SABER conformity scheme. A Product Certificate of Conformity (PCoC) is required for the appliance or equipment range, and a Shipment Certificate of Conformity (SCoC) is required for each consignment before it can clear Saudi customs. The scope of your certificate is defined from the appliance type, the gas category (LPG / natural gas), the supply pressure, any electrical parts and the HS code. We structure the certificate so the range you actually export is covered.
HS Codes
Gas appliances and equipment are commonly classified under the headings below. These are examples only — the correct code depends on the exact product.
- 7321.11 — Cooking appliances and plate warmers, for gas fuel or for both gas and other fuels
- 7321.81 — Other appliances, for gas fuel or for both gas and other fuels (heaters, grills)
- 7321.90 — Parts of the above
- 8419.11 / 8419.19 — Instantaneous / other gas water heaters
- 8481.10 — Pressure-reducing valves (LPG regulators)
- 7311.00 — Containers for compressed or liquefied gas, of iron or steel (LPG cylinders)

Applicable Saudi Requirements
Gas appliances are certified through SABER registration on the Saudi platform. The main requirements are:
- A valid PCoC issued against the applicable gas appliance / gas equipment standard
- An SCoC for each individual shipment before customs clearance
- Combustion test evidence — carbon-monoxide content of the combustion products within the limit, under normal and adverse conditions
- Gas soundness / leak-tightness evidence for the whole gas circuit of the appliance
- Correct setting for the Saudi gas category (typically LPG — butane / propane) and the declared supply pressure, with the matching injector set
- Flame-supervision / flame-failure device evidence where the standard requires it
- Thermal safety — surface temperatures, overheat cut-out and stability against tipping for heaters
- Electrical safety (IEC 60335 series) and EMC where the appliance has electrical components — ignition, fans, controls, displays
- Data plate stating gas category, supply pressure, appliance type and injector marking
- Installation and user instructions in Arabic, and a registered Saudi importer on the SABER platform
Technical Regulation
Gas appliances are assessed principally under Saudi Arabia's requirements for gas appliances and appliances burning gaseous fuels, together with the applicable product standard for the appliance type. Internationally these are the EN 30 series (domestic gas cooking appliances), EN 203 (commercial catering equipment), EN 26 and EN 89 (gas water heaters, instantaneous and storage), EN 449 (LPG flueless space heaters), EN 521 (dedicated LPG appliances), EN 1596 (mobile / portable LPG appliances), with EN 16129 (LPG pressure regulators), EN 16436 (rubber hoses and hose assemblies for LPG) and EN ISO 4706 / GSO standards for cylinders. Where the appliance has electrical parts, the IEC 60335-1 and IEC 60335-2-102 (gas-fired appliances with electrical connections) standards and the EMC requirements also apply. Testing / Standards
Gas appliances and equipment are typically evaluated against the applicable gas standard for combustion safety, soundness and construction. Typical verification includes:
- Combustion products — carbon monoxide (air-free CO) within the limit, under normal and limit / adverse conditions
- Gas soundness — leak-tightness of the gas circuit at test pressure
- Flame stability — lighting, cross-lighting, flame lift and flashback
- Heat input / gas rate at the declared supply pressure, and injector verification
- Flame-supervision device operation and closing / opening times
- Surface temperatures of knobs, handles and adjacent surfaces
- Thermal stability, ignition of nearby materials and tip-over test for heaters
- Regulator performance — outlet pressure, lock-up, flow and relief (EN 16129)
- Hose burst, leak and ageing / ozone resistance (EN 16436)
- Electrical safety (IEC 60335) and EMC for appliances with electrical parts

Classification and scope

We check whether your combustion / CO, soundness and type-test reports match the exact models, injectors and pressure supplied to Saudi Arabia.

An approved certification body reviews the documents, data plate, injector table, manuals and test evidence against the regulation.

PCoC issued
Once the review is satisfied, the PCoC is issued on the SABER platform. It is typically valid for one year.
SCoC Process
A Shipment Certificate of Conformity is issued per consignment and is what customs checks at the border. In outline:

Shipment details submitted
The invoice, packing list and the linked PCoC are submitted for the specific consignment.

Verification
The shipment is verified against the valid PCoC, the declared models, gas category and any bundled regulator / hose are confirmed, and the SCoC fee is settled on the platform.

SCoC issued
The SCoC is issued for that shipment, allowing it to clear Saudi customs. Each new shipment needs its own SCoC.
Certification Timeline
The main variable is whether a valid full type-test report exists for the exact model, gas category and supply pressure. Our SABER timeline guide covers this in detail.
- With an acceptable existing type-test report covering the LPG category and Saudi pressure — a PCoC can typically be arranged within a few working days
- When the appliance must be converted to LPG and re-tested — fitting the correct injectors and repeating the combustion and soundness tests is the main variable, usually two to four weeks
- A full fresh type test (EN 30 / EN 26) for a new model takes longer and should be planned well ahead
- SCoC — normally issued quickly per shipment once a valid PCoC is in place
Common Problems
- No combustion / carbon-monoxide test report — only a datasheet statement
- Appliance set and tested for natural gas, not the LPG category and pressure used in Saudi Arabia
- Injector set on the appliance not matching the injector table or the test report
- Regulator or hose supplied with the appliance but not certified (EN 16129 / EN 16436)
- No flame-supervision device where the standard requires one
- Data plate missing the gas category or supply pressure
- Electrical ignition or fan present but no IEC 60335 / EMC evidence
- Gas cooker declared under the electric-appliance HS heading

Frequently Asked Questions
Why does my gas cooker need combustion testing if it already has an electrical safety report?
Because the main hazard of a gas appliance is combustion, not electricity. It must be tested for carbon monoxide in the flue / combustion products and for gas leak-tightness against the gas appliance standard (EN 30 for domestic cookers). An electrical safety report only covers any electrical parts such as ignition or a fan.
My appliance is set for natural gas — is that a problem for Saudi Arabia?
Usually yes. Saudi Arabia mostly uses LPG (butane / propane) at a defined supply pressure. An appliance set for natural gas must be converted to the LPG category, fitted with the correct injector set, and the combustion and soundness tests repeated for that gas. We confirm the target gas category before you ship.
Do the regulator and hose supplied with the cooker need certifying too?
Yes. If an LPG pressure regulator and hose are supplied with the appliance, they are part of the scope and need their own evidence — EN 16129 for the regulator and EN 16436 for the hose assembly. Regulators and hoses sold separately also need a certificate.

It depends mainly on whether a valid type-test report already covers the exact model at the Saudi LPG category and pressure.
