SABER Certificate for LPG Gas Cylinders in Saudi Arabia

An LPG cylinder is a transportable pressure receptacle, and it is certified batch by batch rather than as a one-off type test. Acceptance turns on destructive testing of samples taken from the production lot — burst and cyclic fatigue — combined with a proof test of every single cylinder, permanent stamping that survives the cylinder's whole life, a separately approved valve, and a defined requalification interval. Overview

A gas cylinder is different from a fixed pressure vessel in one decisive way: it travels, it is refilled hundreds of times by people who did not build it, and it spends its life in domestic and commercial settings. So it is not certified on a design dossier alone. Every production lot is sampled and the samples are destroyed — hydraulically burst to prove the actual failure pressure and failure mode, and pressure-cycled to prove fatigue life — while every cylinder in the lot, without exception, passes a hydrostatic or pneumatic proof test before it leaves the works. Weld quality is established by radiography and mechanical testing of the seams, and the base material is traced to its mill certificate.

The second half of the certificate is what is stamped into the metal. A cylinder must carry permanent marking on the collar or foot ring — manufacturer identification, serial number, standard reference, water capacity, tare weight, test pressure, date of manufacture and the next requalification date — because that stamping is what an inspector, a filling plant and a customs officer read years later, long after the paperwork has been filed away. The valve is a separately approved product with its own type approval, thread compatibility and pressure-relief characteristics, and cylinders in service are subject to periodic requalification. Cylinders are certified through SABER registration with a PCoC and an SCoC per consignment. Product Types

The batch-testing, proof-testing and stamping route applies across:

The scope of the certificate is defined from the cylinder type, the design standard, the water capacity and pressure rating, the material and the HS code, so the range you export is covered. Cylinders arriving filled with gas bring the gas itself into scope as a separate product with its own hazard classification and import controls, and refrigerant-filled cylinders follow our refrigerant gases route — we confirm whether you are shipping empty receptacles or filled ones at the start, because it changes the file substantially.

HS Codes

Gas cylinders are classified by the container itself, with valves and regulators classified separately. These are examples only — the correct code depends on the exact product.

  • 7311.00 — Containers for compressed or liquefied gas, of iron or steel
  • 7613.00 — Aluminium containers for compressed or liquefied gas
  • 8481.10 — Pressure-reducing valves and regulators
  • 8481.80 — Other taps, cocks and valves, including cylinder valves
  • 8481.90 — Parts of valves
  • 3926.90 / 3923.90 — Composite cylinder components and plastic protective covers
  • 7326.90 — Steel collars, foot rings and valve guards supplied separately
The HS code follows the container, but the certificate follows the service conditions. Two cylinders in 7311.00 can be a 12 kg domestic LPG cylinder refilled weekly and an industrial seamless cylinder at a far higher pressure — different design standards, different test pressures and different requalification intervals. Applicable Saudi Requirements

Gas cylinders are certified through SABER registration as transportable pressure equipment. The main requirements are:

  • A valid PCoC covering the cylinder type, design standard, water capacity range, test pressure and material
  • An SCoC for each shipment before customs clearance
  • A design calculation and drawing package to the declared standard, including minimum wall thickness, dished end profile and weld details
  • Base material traceable to mill certificates (EN 10204 3.1 or equivalent) with chemical composition and mechanical properties
  • Welding procedure specifications, procedure qualification records and welder qualifications for the longitudinal and circumferential seams
  • Non-destructive examination of the welds — radiographic or ultrasonic — to the extent the standard requires
  • Batch destructive testing on samples drawn from the production lot — hydraulic burst test with the recorded burst pressure and volumetric expansion, plus tensile and bend tests on the weld
  • Pressure-cycling fatigue testing to demonstrate the cylinder withstands repeated filling over its service life
  • A hydrostatic or pneumatic proof test on every cylinder produced, with permanent volumetric-expansion or leak results recorded
  • Permanent stamping on the collar or foot ring — manufacturer, serial number, standard, water capacity, tare weight, test pressure, manufacture date and requalification date
  • Valve type approval, thread compatibility, torque and leak-tightness, with the pressure-relief device where required
  • Corrosion protection and finish suitable for the Saudi climate, with the correct colour coding for the gas service
  • A requalification interval declared and marked, and instructions covering periodic inspection and retest
  • A registered Saudi importer on the SABER platform

Technical Regulation

LPG and gas cylinders are assessed under the SABER conformity scheme as transportable pressure receptacles, using SASO and GSO standards that adopt the international system. Refillable welded steel LPG cylinders are designed and tested to ISO 4706 and ISO 22991, or to EN 1442 and the EN 14140 alternative-design route; non-refillable cartridges follow ISO 11118. Seamless steel and aluminium cylinders follow the ISO 9809 and ISO 7866 series, and composite cylinders the ISO 11119 series or EN 14427. Cylinder valves follow ISO 14245 and ISO 15995 for LPG and ISO 10297 for other gases, with outlet connections to ISO 5145 and thread forms to ISO 11363. Periodic inspection and requalification in service follow ISO 10464 or EN 1440 for LPG and ISO 6406 and ISO 10461 for seamless steel and aluminium. Gas-service colour coding follows ISO 32 or the Saudi adoption of it, and North American DOT 4BA and 4BW cylinders are assessed on their equivalence. The most common gap is offering a single historic type-test report as the whole file. A cylinder certificate is a batch instrument: it needs destructive test results from the lot being shipped, not from a prototype burst five years ago, together with evidence that every cylinder in that lot passed its individual proof test. The second most common gap is the valve — it is a separately approved product, and a cylinder file with no valve type approval is incomplete no matter how good the cylinder data is.

Testing / Standards

What is required depends on the cylinder type and how much valid data already exists. Typical work includes:

  • Design review against the declared standard, including wall-thickness calculation and weld detail
  • Material verification against the mill certificates, with independent check analysis where required
  • Weld examination — radiography or ultrasonic testing, macro examination and hardness survey
  • Tensile, bend and, where required, impact testing on weld and parent material from the batch
  • Hydraulic burst test on batch samples, recording burst pressure, volumetric expansion and failure mode
  • Pressure-cycling fatigue test to the required number of cycles
  • Hydrostatic or pneumatic proof test records for 100 percent of the production lot
  • Leak-tightness testing of the assembled cylinder and valve
  • Valve type-approval review — endurance cycling, torque, leak rate and pressure-relief operation
  • Thread gauging and neck-ring or foot-ring attachment verification
  • Tare weight and water capacity verification against the stamped values
  • Coating adhesion, thickness and salt-spray corrosion resistance
  • Stamping legibility, position and content verification, and colour-code check

Existing accredited test reports and type approvals are accepted where they cover the exact design, material and manufacturing route and remain within validity — but batch destructive and proof test evidence has to relate to the lot being shipped. PCoC Process

The Product Certificate of Conformity certifies the cylinder against the applicable requirements. In outline:

  1. Scope and design standard

    We confirm the cylinder type, the design standard, the water capacity range, the test and working pressures, the material, the gas service, the valve and the HS code, and whether the cylinders ship empty or filled.

  2. Design and material review

    We check the calculation package, the drawings, the mill certificates and the welding qualifications against the standard being claimed.

  3. Batch testing

    Samples are drawn from the production lot for burst and cyclic testing at an accredited laboratory, and the 100 percent proof-test records for the lot are compiled.

  4. Valve and marking review

    The valve type approval, thread compatibility and pressure-relief arrangement are verified, and the stamping layout and colour coding are checked against the standard.

  5. Technical review

    An approved certification body reviews the design, the batch test evidence, the proof-test records and the marking against the regulation; a factory inspection may be required for this product class.

  6. PCoC issued

    Once the review is satisfied, the PCoC is issued on the SABER platform. It is typically valid for one year.

SCoC Process

A Shipment Certificate of Conformity is issued per consignment and is what customs checks at the border. In outline:

  1. Shipment details submitted

    The commercial invoice, the packing list and the linked PCoC are submitted on the SABER platform for that specific consignment.

  2. Verification

    The shipment is verified against the valid PCoC, the cylinder type, capacity, batch numbers and quantity are checked against the certified range, and the stamped collar markings, valve and colour coding on the cylinders are confirmed, and the SCoC fee is settled on the platform.

  3. SCoC issued

    The SCoC is issued for that shipment, allowing it to clear Saudi customs. Each new shipment needs its own SCoC.

Certification Timeline

The main variable is whether the batch destructive testing has been done on the lot you intend to ship. Our SABER timeline guide covers this in detail.

  • With a current design approval, batch burst and cyclic results for the lot, complete proof-test records and a valve type approval — a PCoC can typically be arranged within one to two weeks
  • Where batch destructive testing has to be arranged, allow two to four weeks — pressure-cycling in particular runs for a fixed number of cycles
  • Where a factory inspection is required for the cylinder class, scheduling and reporting typically add two to four weeks
  • Valve type approval, if not already held, should be started first because a cylinder file cannot be closed without it
  • SCoC — normally issued quickly per shipment once a valid PCoC is in place

Common Problems

  • A single old prototype burst test offered in place of destructive testing on the shipped lot
  • No proof-test records for the individual cylinders, only a statement that testing is done routinely
  • Cylinder valve supplied with no type approval of its own
  • Stamping applied to a label or a painted panel rather than permanently on the collar or foot ring
  • Tare weight or water capacity stamped on the cylinder not matching the actual measured values
  • No requalification date marked, so the cylinder cannot be managed in service
  • Missing or incomplete weld radiography, or welder qualifications that have lapsed
  • Mill certificates absent, or covering a different steel grade from the one in the calculation
  • Wrong colour coding for the gas service
  • Filled cylinders shipped without the gas being declared and certified as a product in its own right

Frequently Asked Questions

Why isn't one type-test report enough for gas cylinders?

Because a cylinder is certified as a batch, not as a design alone. A prototype burst test proves the design can work; it says nothing about the plate, the welds and the heat treatment of the lot on your shipment. Saudi assessment expects destructive test results from samples taken out of the production lot, together with evidence that every cylinder in that lot passed its own hydrostatic or pneumatic proof test before dispatch.

Does the valve need a separate certificate?

Yes. The cylinder valve is an approved product in its own right, with its own type approval covering endurance cycling, torque, leak rate, thread form and, where fitted, pressure-relief operation. A cylinder file with complete cylinder data but no valve approval is incomplete. If you buy valves in, ask the valve maker for the type-approval certificate before you ship, not after.

What has to be stamped on the cylinder?

Permanent marking on the collar or foot ring identifying the manufacturer, the serial number, the design standard, the water capacity, the tare weight, the test pressure, the date of manufacture and the next requalification date, plus the correct colour coding for the gas service. It must be stamped into metal, not printed on a label, because it has to remain readable for the whole life of the cylinder.

How is this different from a pressure vessel certificate?

A fixed pressure vessel is certified largely on a design and fabrication dossier for one unique item — calculation report, welding records, non-destructive examination and a single hydrostatic test. A cylinder is mass-produced, transportable and repeatedly refilled, so it is certified on batch sampling with destructive testing, 100 percent proof testing, permanent stamping and a periodic requalification regime. Can I ship cylinders already filled with gas?

It changes the file substantially. A filled cylinder brings the gas into scope as a separate product with its own composition, hazard classification, labelling and import controls, and it is dangerous goods for transport purposes.
