Overview
Insulation is a thermal-performance product: its entire job is to resist heat flow at a declared rate, consistently across the board or roll, while behaving predictably if exposed to fire. That makes its certification different from general building materials — the key evidence is declared thermal conductivity (lambda value) measured under a standard test method, and a fire-reaction classification, together with density and dimensional-stability data.
Insulation materials fall under the SABER conformity scheme. A Product Certificate of Conformity (PCoC) is required for the insulation range, and a Shipment Certificate of Conformity (SCoC) is required for each consignment before it can clear Saudi customs. HS Codes
Insulation materials are commonly classified under the headings below. These are examples only — the correct code depends on the exact product.

- 6806.20 — Exfoliated vermiculite, expanded clays, foamed slag and similar expanded mineral materials
- 3921.13 — Cellular plastic sheets/boards of polyurethane (PU/PIR)
- 3921.11 — Cellular plastic sheets/boards of polystyrene (EPS/XPS)
Applicable Saudi Requirements
Insulation materials are certified through SABER registration on the Saudi platform. The main requirements are:
- A valid PCoC issued against the applicable Technical Regulation and thermal-insulation standard
- An SCoC for each individual shipment before customs clearance
- Declared thermal-conductivity (lambda value) test evidence
- Fire-reaction classification appropriate to the material type
- Density and dimensional-stability test data
- Correct Arabic/English labelling — thermal value, fire class, batch and manufacturer identification

Technical Regulation
Insulation materials are assessed under the applicable Saudi/GCC Technical Regulation for building materials, built around thermal performance and fire behaviour rather than dimensional fit. The standards most commonly referenced internationally are ISO 8301 and ISO 8302 for thermal-conductivity measurement (heat flow meter / guarded hot plate), EN 13501-1 for reaction-to-fire classification (Euroclass A1 to F), and ISO 845 for apparent density. Testing / Standards
Insulation materials are typically evaluated against the applicable ISO / EN standards for thermal and fire performance. Typical verification includes:
- ISO 8301 / ISO 8302 — thermal conductivity (heat flow meter / guarded hot plate)
- EN 13501-1 — reaction-to-fire classification (Euroclass A1–F)
- ISO 845 — apparent (bulk) density
- EN 1602 / dimensional-stability testing under temperature and humidity
- Compressive-strength testing for rigid board products
- Water-absorption testing where relevant to the application

Frequently Asked Questions
What test evidence actually proves an insulation product's thermal performance?
A laboratory thermal-conductivity report (heat flow meter or guarded hot plate, to ISO 8301 / 8302) giving the declared lambda value is the core evidence. A marketing R-value printed on the packaging alone does not prove the product meets that value, so it is not accepted on its own.
Why does fire-reaction classification matter for insulation?
Plastic-foam insulation such as EPS, XPS and PU/PIR is combustible unless treated and classified, so a Euroclass reaction-to-fire rating (EN 13501-1 or equivalent) is checked alongside the thermal report — an unclassified or mismatched fire rating is a common reason a shipment is queried.
Is mineral wool certified differently from plastic-foam insulation?
Both are certified against thermal conductivity and fire-reaction requirements, but they sit under different HS chapters (mineral wool under Chapter 68, plastic foam under Chapter 39) and mineral wool is inherently non-combustible, while plastic foam needs specific fire-retardant treatment and classification evidence.
