Overview

Rebar is a structural performance product: what is certified is not the appearance of the bar but the mechanical values it delivers — yield strength, tensile strength, elongation, the tensile-to-yield ratio, bend and rebend behaviour, and the chemistry that governs weldability. That makes its certification stricter and more test-driven than the wider fabricated iron and steel products category and different from steel pipes — the key evidence is a mill test certificate per heat, an accredited verification test report against the declared grade, correct rolled-in marking, and dimensional / rib geometry data.

Reinforcing bar falls under the SABER conformity scheme. A Product Certificate of Conformity (PCoC) is required for the bar range and grade, and a Shipment Certificate of Conformity (SCoC) is required for each consignment before it can clear Saudi customs. HS Codes

Reinforcing bar is commonly classified under the headings below. These are examples only — the correct code depends on the exact product.

  • 7213 — Bars and rods, hot-rolled, in irregularly wound coils, of iron or non-alloy steel (reinforcing coil)
  • 7214 — Other bars and rods of iron or non-alloy steel, not further worked than hot-rolled — includes deformed reinforcing bar
  • 7215 — Other bars and rods of iron or non-alloy steel (e.g. cold-worked)
  • 7227 / 7228 — Bars and rods of other alloy steel, where the grade is alloyed
  • 7314.20 — Welded steel fabric / mesh of bars or rods
Reinforcing bar and plain structural bar can share a heading, but rebar is assessed against the reinforcement standard for grade, weldability, ductility and rib geometry — not a general bar specification. Applicable Saudi Requirements

Reinforcing bar is certified through SABER registration on the Saudi platform. The main requirements are:

  • A valid PCoC issued against the applicable Saudi / GSO reinforcing steel standard for the declared grade
  • An SCoC for each individual shipment before customs clearance
  • Mill test certificate (EN 10204 3.1) for every heat / cast in the consignment, stating chemistry and mechanical values
  • Accredited verification test evidence — tensile, yield, elongation, bend / rebend — for the delivered grade and bar sizes
  • Carbon equivalent (weldability) within the standard limit where a weldable grade is declared
  • Tensile-to-yield ratio and total elongation at maximum force where a seismic / ductility class is claimed
  • Manufacturer identification, bar size and grade rolled into the bar surface (rolled-in marking), matching the certificate
  • Dimensional, mass-per-metre and rib-geometry (relative rib area) data within tolerance
  • Coating thickness and adhesion evidence for epoxy-coated or galvanized bar
  • A registered Saudi importer on the SABER platform to link the shipment

Technical Regulation

Reinforcing bar is assessed principally under Saudi Arabia's Technical Regulation for Building Materials (the iron and steel product group) together with the applicable SASO / GSO standard for steel for the reinforcement of concrete. Internationally these correspond to GSO ISO 6935-2 (ribbed bars), BS 4449 (grade B500A / B500B / B500C), ASTM A615 / A706 (grades 60 / 80, and the weldable low-alloy grade), or DIN 488. Weldable grades are governed by a carbon equivalent limit; seismic and high-ductility grades add requirements on the ratio of actual tensile to actual yield strength and on total elongation at maximum force. Verification testing is the single most common hold point for imported rebar. Because reinforcement is safety-critical, the Saudi market routinely requires independent tensile, yield, elongation and bend testing from an ISO/IEC 17025 laboratory — sampled by bar size and heat — in addition to the mill certificate, and often on the arriving consignment itself. A bar that meets the datasheet but is not marked correctly, or whose heat is not covered by a test, is rejected. We confirm the sampling and testing plan before you ship.

Testing / Standards

Reinforcing bar is typically evaluated against the applicable reinforcement standard for mechanical performance, weldability and geometry. Typical verification includes:

  • Tensile test (ISO 6892-1 / ISO 15630-1) — yield strength (Re), tensile strength (Rm), Rm/Re ratio and elongation
  • Total elongation at maximum force (Agt) for ductility class
  • Bend and rebend test (ISO 15630-1) — no cracking on the mandrel
  • Chemical analysis and carbon equivalent (CEV) calculation for weldability
  • Mass per metre and cross-sectional area against nominal size, with tolerance
  • Rib / deformation geometry — rib height, spacing and relative rib area (bond)
  • Fatigue or cyclic testing where a seismic grade requires it
  • Coating thickness, continuity and adhesion for epoxy-coated or galvanized bar

PCoC Process

The Product Certificate of Conformity certifies the reinforcing bar range and grade against the applicable standard. In outline:

  1. Classification and scope

    We confirm the bar type, steel grade, size range, any coating, HS code and applicable reinforcement standard, and define what the certificate should cover.

  2. Mill certificate and report review

    We check the mill certificate chemistry and mechanical values against the standard, and whether your existing test reports cover the exact grade and sizes.

  3. Verification testing

    An accredited laboratory carries out tensile, bend / rebend and chemical verification, sampled by size and heat, where the mill certificate alone is not sufficient.

  4. Technical review

    An approved certification body reviews the documents, marking, geometry and test evidence against the regulation.

  5. PCoC issued

    Once the review is satisfied, the PCoC is issued on the SABER platform. It is typically valid for one year.

SCoC Process

A Shipment Certificate of Conformity is issued per consignment and is what customs checks at the border. In outline:

  1. Shipment details submitted

    The invoice, packing list with heat numbers and the linked PCoC are submitted for the specific consignment.

  2. Verification

    The shipment is verified against the valid PCoC, the heats are checked against mill certificates and any consignment sampling, and the SCoC fee is settled on the platform.

  3. SCoC issued

    The SCoC is issued for that shipment, allowing it to clear Saudi customs. Each new shipment needs its own SCoC.

  • When fresh verification testing is required — laboratory turnaround for tensile, bend and chemical testing (sampled by size and heat) is the main variable, typically one to two weeks
  • Where the arriving consignment must be sampled and tested, schedule for the inspection and laboratory slot at the port
  • SCoC — normally issued quickly per shipment once a valid PCoC is in place and the heats are covered

Common Problems

  • Rolled-in marking missing, illegible, or not matching the certified manufacturer and grade
  • A heat in the consignment not covered by a mill certificate or a verification test

Why does rebar need independent testing when I already have a mill certificate?

What is the rolled-in marking and why does it matter?

Reinforcement standards require the manufacturer identification, the bar size and the grade to be rolled into the surface of the bar as raised marks, readable along its length. Customs and the certification body use it to tie the physical bar back to the certificate and the mill. Bars with missing or non-conforming marking are rejected even if the test values are fine.

My bar is described as weldable — what extra evidence is needed?

A weldable grade must keep its carbon equivalent value (CEV) within the limit set by the standard. You need the chemical analysis and the CEV calculation for each heat, and the declared grade on the datasheet must be the weldable designation (for example B500B, or ASTM A706).

Is this the same as the Fabricated Steel certificate?
