Applicable Saudi Requirements

Steel pipes are certified through SABER registration on the Saudi platform. The main requirements are:

  • A valid PCoC issued against the applicable Technical Regulation and pipe standard
  • An SCoC for each individual shipment before customs clearance
  • Chemical composition and mechanical properties matching the declared grade (e.g. API 5L X52, ASTM A106 Gr B)
  • Hydrostatic pressure test records for each pipe / lot
  • Dimensional tolerances — outside diameter, wall thickness, length and straightness
  • Non-destructive testing (e.g. ultrasonic on the weld) where the standard requires it
  • Coating specification and test evidence for coated / lined pipe (3LPE, FBE, galvanising)
  • A registered Saudi importer on the SABER platform to link the shipment

Technical Regulation

Steel pipes are assessed under the applicable Saudi/Gulf Technical Regulation and standards for their type and service. The regulation is built around material grade, dimensions, pressure testing and — for pipeline and water pipe — coating. The mill test certificate must match the pipe actually shipped. A pipe stencilled to one grade but supported by an MTC for a different heat, grade or size range is a common reason a pipe certificate stalls. We confirm the stencilling, the MTC and the pressure-test records line up before submission.

Testing / Standards

Steel pipes are typically evaluated against the applicable API / ASTM / ISO standards for their type. Typical verification includes:

  • API 5L — line pipe for pipeline transportation systems
  • ASTM A106 / A53 — seamless and welded carbon-steel pipe for pressure and general service
  • ASTM A252 — welded and seamless steel pipe piles

The Product Certificate of Conformity certifies the pipe range against the applicable standards. In outline:

  1. Classification and scope

    We confirm the pipe type, grade, size range, coating, HS code and applicable standards, and define what the certificate should cover.

  2. Report and MTC review

    We check whether your mill test certificates, pressure-test records and coating reports can be reused and confirm the stencilling matches the grade.

  3. Technical review

    An approved certification body reviews the documents, marking and test evidence against the regulation.

  4. PCoC issued

    Once the review is satisfied, the PCoC is issued on the SABER platform. It is typically valid for one year.

SCoC Process

A Shipment Certificate of Conformity is issued per consignment and is what customs checks at the border. In outline:

  1. Shipment details submitted

    The invoice, packing list and the linked PCoC are submitted for the specific consignment.

  2. Verification

    The shipment is verified against the valid PCoC, the declared grade and stencilling are confirmed, and the SCoC fee is settled on the platform.

  3. SCoC issued

    The SCoC is issued for that shipment, allowing it to clear Saudi customs. Each new shipment needs its own SCoC.

Certification Timeline

  • With acceptable existing MTCs and pressure-test records — a PCoC can typically be arranged within a few working days
  • When fresh testing is required — mechanical, NDT and coating turnaround is the main driver, usually a few weeks depending on scope
  • SCoC — normally issued quickly per shipment once a valid PCoC is in place

Frequently Asked Questions

Why is the hydrostatic pressure test so important for steel pipes?

Most pipe standards require each pipe (or each lot) to be pressure-tested to prove it can hold its rated pressure without leaking or failing — this is central to safety for line, pressure and water pipe. Do buried or water pipes need coating certification too?

Yes. For pipeline, water and buried pipe the coating is as important as the steel — external coatings such as three-layer polyethylene (3LPE) or fusion-bonded epoxy (FBE), and internal linings such as cement-mortar, protect against corrosion. What is a mill test certificate and why does it matter?

A mill test certificate (MTC, typically EN 10204 3.1 or 3.2) is the document from the steel mill recording the chemical composition and mechanical properties of the actual heat of steel used. It is what proves the pipe meets its declared grade. The MTC must match the grade stencilled on the pipe and the pipes in the shipment — a mismatch is one of the most common reasons a pipe certificate is queried.

It depends mainly on whether valid mill and pressure-test reports (and coating reports where needed) are already in place.
