SABER Certificate for Water Dispensers & Coolers

Water dispensers and drinking water coolers are unusual among appliances: they heat, they cool, and they deliver water that people drink. That combination means they are assessed for electrical safety, refrigeration safety, energy performance and the suitability of every wetted material for potable-water contact. Overview

A water dispenser is really three appliances in one enclosure — a refrigeration circuit, a hot tank and a water delivery system. Saudi assessment reflects that: the cooling side is examined under the refrigerating-appliance provisions, the hot side under the liquid-heating provisions, and the wetted path is examined for material suitability. A file that covers only one of these is incomplete.

A Product Certificate of Conformity (PCoC) is required for the model and a Shipment Certificate of Conformity (SCoC) for each consignment. Where the appliance category is covered by Saudi efficiency requirements, energy consumption must be supported by accredited testing and the approved label affixed. Product Types

The SABER route and efficiency rules apply across domestic and commercial drinking-water appliances, including:

  • Bottled water dispensers, top-loading and bottom-loading
  • Point-of-use (POU) plumbed-in water dispensers

  • Drinking water coolers and water fountains

HS Codes

Water dispensers are commonly classified under the headings below. These are examples only — the correct code depends on whether the unit cools, heats, filters, or does all three.

  • 8418.69 — Other refrigerating or freezing equipment — the usual heading for cooling water dispensers
  • 8418.21 — Refrigerators, household type, compression-type — for dispensers with a refrigerator compartment
  • 8516.10 — Electric instantaneous or storage water heaters — for hot-only dispensers and boiling units
  • 8421.21 — Filtering or purifying machinery and apparatus for water — where filtration is the principal function
  • 8418.99 — Parts of refrigerating equipment
A dispenser that cools, heats and filters can plausibly sit under three different headings, and the choice affects which regulation and which efficiency rules apply. Applicable Saudi Requirements

Water dispensers are certified through SABER registration on the Saudi platform, together with efficiency registration where the category is covered. The main requirements are:

  • A valid PCoC issued against the applicable Technical Regulation and standards
  • An SCoC for each individual shipment before customs clearance
  • Electrical safety test evidence covering both the refrigerating and the liquid-heating functions
  • Evidence that the refrigerant used in the cooling circuit is permitted for import into Saudi Arabia
  • Material suitability evidence for every wetted part in contact with potable water
  • Energy-consumption evidence and an approved SASO efficiency label where the category requires it
  • Correct marking of voltage, rated power, cooling and heating capacity and refrigerant type and charge
  • A registered Saudi importer on the SABER platform to link the shipment

Technical Regulation

Water dispensers are assessed under the applicable Saudi Technical Regulation for low-voltage electrical equipment and household appliances, together with the Saudi energy-efficiency and labelling requirements applying to the appliance category and the rules governing permitted refrigerants. Because the appliance delivers drinking water, the suitability of wetted materials is examined as part of the file. Refrigerant choice is a hard gate, not a preference. Saudi Arabia restricts which refrigerants may be imported, and a dispenser charged with a non-permitted gas cannot be certified regardless of how well it performs. Confirm the refrigerant before anything else in this category.

Testing / Standards

Water dispensers are typically evaluated for electrical safety on both the cooling and heating sides, plus material and performance evidence. Typical verification includes:

  • IEC 60335-1 — general requirements for the safety of household and similar electrical appliances
  • IEC 60335-2-24 — particular requirements for refrigerating appliances, covering the cooling circuit
  • IEC 60335-2-15 — particular requirements for appliances for heating liquids, covering the hot tank
  • IEC 60335-2-89 — particular requirements for commercial refrigerating appliances, for commercial units
  • Potable-water contact and food-contact material evidence for tanks, tubing, taps, seals and fittings
  • CISPR 14-1 and CISPR 14-2 — electromagnetic emission and immunity
  • Energy-consumption measurement supporting the declared rating and label class
  • Electrical safety — insulation, earthing, leakage, thermal cut-out, dry-boil protection and abnormal operation

Existing IECEE CB reports, material certificates and accredited energy reports may be accepted where they cover the correct model and are within validity. We review your reports before arranging any new product testing, so you only test what is genuinely missing.

PCoC Process

The Product Certificate of Conformity certifies the water dispensers & coolers model or range against the applicable standards. In outline:

  1. Classification and scope

    We confirm the appliance type, principal function, HS code, refrigerant and capacities, and define what the certificate should cover.

  2. Report, refrigerant and material review

    We check whether your safety and energy reports can be reused, confirm the refrigerant is permitted, and verify that food-contact evidence exists for every wetted part.

  3. Technical review

    An approved certification body reviews the documents, markings, refrigerant declaration, material evidence and test reports against the regulations.

  4. PCoC and label issued

    Once the review is satisfied, the PCoC is issued on the SABER platform and the approved label is confirmed where the category requires one. It is typically valid for one year.

SCoC Process

A Shipment Certificate of Conformity is issued per consignment and is what customs checks at the border. In outline:

  1. Shipment details submitted

    The invoice, packing list and the linked PCoC are submitted for the specific consignment.

  2. Verification and payment

    The shipment is verified against the valid PCoC and any efficiency registration, and the SCoC fee is settled on the platform.

  3. SCoC issued

    The SCoC is issued for that shipment, allowing it to clear Saudi customs. Each new shipment needs its own SCoC.

Certification Timeline

The main variable is whether existing reports cover both the cooling and heating functions and whether food-contact evidence for wetted parts is already available. Our SABER timeline guide covers this in detail.

  • With acceptable existing safety, material and energy reports — a PCoC can typically be arranged within a few working days
  • Where food-contact certificates for wetted components are missing — collecting these from component suppliers is usually the longest item
  • When fresh testing is required — laboratory turnaround for combined cooling and heating assessment is the main driver, usually a few weeks
  • SCoC — normally issued quickly per shipment once a valid PCoC is in place

Common Problems

  • Refrigerant used in the cooling circuit is not permitted for import into Saudi Arabia
  • Safety report covering the refrigeration side only, with nothing covering the hot tank
  • No food-contact or potable-water contact evidence for tanks, tubing, taps or seals
  • Integrated filter cartridges shipped without their own material documentation
  • Refrigerant type or charge on the rating plate differing from the declaration and test report
  • Commercial unit assessed against household provisions, or the reverse

Frequently Asked Questions

Why does a water dispenser need more than one safety standard?

Because it is functionally more than one appliance. The cooling circuit is assessed under the refrigerating-appliance provisions of IEC 60335-2-24, the hot tank under the liquid-heating provisions of IEC 60335-2-15, and commercial units may additionally engage IEC 60335-2-89. A report that covers only the refrigeration side leaves the hot tank unassessed, which is one of the most common reasons a technical review comes back incomplete.

Does the refrigerant matter?

It matters more than almost anything else in this category. Saudi Arabia restricts which refrigerants may be imported, and a dispenser charged with a gas that is not permitted cannot be certified no matter how well it performs or how good its safety evidence is. What food-contact evidence is needed for the wetted parts?

Every component the drinking water touches — the cold and hot tanks, internal tubing, taps and dispensing valves, seals and gaskets, and any integrated filter cartridge — needs evidence that its materials are suitable for potable-water contact. This documentation usually has to come from your component suppliers rather than from a test on the finished appliance, which is why it is worth starting early. Missing supplier certificates are routinely the longest item in a dispenser file.

Are point-of-use and bottled dispensers treated differently?

The core safety assessment is similar, but the classification and the surrounding evidence differ. A plumbed-in point-of-use unit connects to the mains water supply and usually incorporates filtration, which can pull heading 8421.21 and additional material evidence into scope. A bottled dispenser is a self-contained appliance and normally classifies on its cooling function. We confirm which applies from the actual product configuration.

How much does SABER certification for water dispensers cost and how long does it take?

It depends mainly on whether existing safety reports cover both the cooling and heating functions, whether the refrigerant is permitted, and whether food-contact certificates for wetted parts are already available.
