Overview
Electrical household appliances are an electrical safety and EMC product. What is certified is that the appliance meets IEC / EN 60335-1 (the general standard for household and similar electrical appliances) together with the Part 2 standard for that specific appliance — a different Part 2 applies to a kettle, an iron, a vacuum cleaner, a food mixer, a toaster, a hair dryer and a room heater — plus an electromagnetic compatibility assessment covering both emission and immunity. Where the appliance category carries a mandatory SASO energy-efficiency label (vacuum cleaners are the main small-appliance example), that label and its supporting test are part of the certificate too.
Household appliances fall under the SABER conformity scheme, within the Technical Regulation for Low-Voltage Electrical Equipment and Appliances and the Technical Regulation for Electromagnetic Compatibility. A Product Certificate of Conformity (PCoC) is required for the appliance model or family, and a Shipment Certificate of Conformity (SCoC) is required for each consignment before it can clear Saudi customs. Product Types
The SABER route and the IEC 60335 safety and EMC requirements apply across small domestic appliances including:
- Electric kettles, water dispensers, coffee and tea makers (IEC 60335-2-15)
- Toasters, sandwich makers, grills, waffle irons and air fryers (IEC 60335-2-9)
- Food mixers, blenders, food processors, juicers and choppers (IEC 60335-2-14)
- Vacuum cleaners, robot vacuums and water-suction cleaners (IEC 60335-2-2)
- Electric irons and garment / clothes steamers (IEC 60335-2-3)
- Hair dryers, straighteners, curling tongs and other hair-care appliances (IEC 60335-2-23)
- Electric shavers, hair clippers and trimmers (IEC 60335-2-8)
- Portable room heaters, fan heaters and oil-filled radiators (IEC 60335-2-30)
- Rice cookers, slow cookers, electric pressure cookers and induction hobs (IEC 60335-2-15 / 2-6)
- Table, pedestal and wall fans, air coolers and humidifiers (IEC 60335-2-80 / 2-98)

HS Codes
Small household appliances are commonly classified under the headings below. These are examples only — the correct code depends on the exact appliance.
- 8516 — Electric heating appliances: kettles, toasters, coffee makers, irons, hair dryers, room heaters, cooking plates and ovens
- 8509 — Electro-mechanical domestic appliances with a self-contained electric motor: mixers, blenders, food processors, juicers
- 8508 — Vacuum cleaners, including dry and wet-and-dry
- 8510 — Shavers, hair clippers and hair-removing appliances with a self-contained motor
- 8414.51 — Table, floor, wall, window or roof fans with a self-contained motor ≤ 125 W
Applicable Saudi Requirements
Household appliances are certified through SABER registration on the Saudi platform. The main requirements are:
- A valid PCoC issued against IEC / EN 60335-1 and the applicable Part 2 appliance standard
- An SCoC for each individual shipment before customs clearance
- Electrical safety test report covering the specific appliance — the 60335-2-XX for that product
- EMC test report — emission (CISPR 14-1) and immunity (CISPR 14-2), with harmonics and flicker (IEC 61000-3-2 / 3-3) for motorised appliances
- SASO energy-efficiency label and supporting test for appliance categories that require one (for example vacuum cleaners)
- Saudi plug — a moulded BS 1363 (Type G) plug on corded appliances, to SASO 2203
- Rating plate showing voltage, frequency, power, class and model, and durable marking
- IP rating evidence for appliances used near water (for example steamers, humidifiers, some hair-care products)
- Food-contact material evidence for parts that touch food or drink in kitchen appliances
- Arabic user instructions and safety warnings
- A registered Saudi importer on the SABER platform to link the shipment
Technical Regulation
Household appliances are assessed under Saudi Arabia's Technical Regulation for Low-Voltage Electrical Equipment and Appliances and the Technical Regulation for Electromagnetic Compatibility, together with the applicable product standards. Safety is to IEC / EN 60335-1 plus the relevant Part 2 — for example 60335-2-2 (vacuum cleaners), 2-3 (irons), 2-8 (shavers), 2-9 (grills and toasters), 2-14 (kitchen machines), 2-15 (liquid heating and kettles), 2-23 (hair and skin care), 2-30 (room heaters) — with IEC 60335-2-79 or other parts for specific products. EMC is to CISPR 14-1 and CISPR 14-2, with IEC 61000-3-2 / 3-3 for mains-harmonic and flicker limits. Where an appliance category is within the scope of Saudi energy-efficiency regulation, the SASO energy label standard for that category also applies. The plug is to SASO 2203. Testing / Standards
Household appliances are typically evaluated against IEC 60335-1, the applicable Part 2 and the EMC standards. Typical testing includes:
- Marking, instructions and protection against electric shock (IEC 60335-1 clauses 7 and 8)
- Input power and current, heating and temperature-rise tests
- Abnormal-operation, stability and mechanical-hazard tests
- Endurance, moisture resistance and dielectric strength
- Creepage and clearance distances, earth-continuity and leakage current
- Glow-wire, needle-flame and resistance-to-heat-and-fire tests on enclosures and insulating parts
- The particular-standard tests for that appliance (for example dry-boil for a kettle, cord-rewind for a vacuum cleaner, soleplate temperature for an iron)
- EMC conducted and radiated emission (CISPR 14-1)
- EMC immunity — ESD, fast transients, surge, dips and interruptions (CISPR 14-2)
- Mains harmonic current and voltage flicker (IEC 61000-3-2 / 3-3)
- Energy-efficiency test to the SASO label method where the category requires it

PCoC Process
The Product Certificate of Conformity certifies the appliance model or family against the applicable standards. In outline:

Classification and scope
We confirm the appliance type, the applicable Part 2 standard, the electrical ratings, whether an energy label applies, the HS code and the model family, and define what the certificate should cover.

Report review
We check the safety and EMC reports against the model supplied — that they cover 60335-1 and the correct Part 2, the right ratings and the actual critical components.

Testing
An accredited laboratory carries out the safety, EMC and, where required, energy-efficiency testing that the existing reports do not cover.

Technical review
An approved certification body reviews the documents, marking and test evidence against the regulation.

PCoC issued
Once the review is satisfied, the PCoC is issued on the SABER platform. It is typically valid for one year.
SCoC Process
A Shipment Certificate of Conformity is issued per consignment and is what customs checks at the border. In outline:

Shipment details submitted
The invoice, packing list with models and quantities and the linked PCoC are submitted for the specific consignment.

Verification
The shipment is verified against the valid PCoC, the models are checked against the declared ratings and marking, and the SCoC fee is settled on the platform.

SCoC issued
The SCoC is issued for that shipment, allowing it to clear Saudi customs. Each new shipment needs its own SCoC.
Certification Timeline
The main variable is whether current safety and EMC reports already exist for the exact model and cover the correct particular standard. Our SABER timeline guide covers this in detail.
- With complete 60335-1 + Part 2 and EMC reports for the model — a PCoC can typically be arranged within a few working days
- When fresh testing is required — a full 60335 safety programme plus EMC for one appliance usually takes two to four weeks depending on laboratory scheduling
- Energy-label testing, where it applies, is planned alongside the safety work
- SCoC — normally issued quickly per shipment once a valid PCoC is in place
Common Problems
- A safety report to IEC 60335-1 only, with no particular-standard (Part 2) testing for the appliance
- EMC report covering emission but not immunity, or missing the harmonics / flicker tests for a motorised appliance
- Test report for a different model or a different heating-element / motor rating than the product shipped
- Non-Saudi plug fitted, or an adaptor supplied instead of a moulded BS 1363 plug
- Vacuum cleaner or other labelled category shipped without the SASO energy label
- Rating plate missing, not durable, or not matching the test report
- No Arabic instructions or safety warnings
- Critical components (thermostat, thermal cut-out, cord) changed from those in the original report

Which appliances does this page cover, and which have their own page?

Is an IEC 60335-1 report enough on its own?
No. IEC 60335-1 is the general standard; conformity also needs the particular standard for the specific appliance — 60335-2-15 for a kettle, 60335-2-3 for an iron, 60335-2-2 for a vacuum cleaner, and so on. A report that only cites 60335-1 is incomplete and will be queried.
Do small appliances need a SASO energy label?
Only some categories. Among small appliances, vacuum cleaners are the main example that carries a mandatory SASO energy-efficiency label. Most kettles, toasters, blenders and hair dryers do not, but this is set by category and can change, so we confirm whether a label applies to your product at assessment.
Does every corded appliance need a Saudi plug?
Yes. Corded appliances for the Saudi market must be fitted with a moulded BS 1363 (Type G) plug meeting SASO 2203. A different plug with a travel adaptor is not accepted and is a common reason appliances are held at customs.
How much does SABER certification for household appliances cost and how long does it take?
