SABER Certificate for Water Treatment & Purification Systems in Saudi Arabia

A water purifier faces two independent gates that a general electrical certificate does not cover: every wetted component must hold drinking-water contact approval, and every reduction claim printed on the box must be proved by challenge testing on the assembled system — not on the media inside it. Overview

A water treatment product is unusual because it is certified on a promise. Every other appliance is judged on whether it is safe and works; a purifier is additionally judged on whether the water leaving it is better than the water entering it, in the specific way the packaging claims. That means each printed claim — reduces chlorine, removes lead, reduces total dissolved solids, inactivates bacteria — has to be backed by challenge testing on the fully assembled system, run with spiked influent water at the rated flow and continued to the end of the claimed cartridge life. A test on the carbon block or the membrane element alone does not prove what the finished unit delivers on the last day of its filter life.

The second gate is material safety. Every surface the water touches — housing, membrane, media, O-rings, tubing, faucet, storage tank bladder, fittings — must be approved for drinking-water contact, with no harmful migration and no effect on taste, odour or appearance, and metal parts must meet the lead-free requirement. Units with a booster pump, a UV lamp or an electronic controller are also electrical products and need safety and electromagnetic compatibility evidence. Water treatment systems are certified through SABER registration, with the drinking-water contact requirements applied alongside the electrical requirements. A Product Certificate of Conformity (PCoC) is required for the product, and a Shipment Certificate of Conformity (SCoC) is required for each consignment. Product Types

The drinking-water contact and claim-substantiation requirements apply across:

  • Under-sink and countertop reverse osmosis (RO) drinking-water systems, with or without a booster pump
  • Point-of-use gravity, faucet-mounted and pitcher filters
  • Whole-house point-of-entry filtration and sediment pre-filtration systems
  • Ultraviolet (UV) disinfection units and combined RO plus UV systems
  • Ultrafiltration (UF) and nanofiltration membrane systems
  • Water softeners and ion-exchange units, including resin and brine tanks
  • Replacement cartridges, membrane elements, carbon blocks and filter media sold separately

The scope of the certificate is defined from the system type, the treatment stages, the rated flow and capacity, the claimed contaminant reductions, the cartridge life and the HS code, so the range you export is covered. Bottled and packaged drinking water itself, and any product making a medical or therapeutic claim, are regulated by the Saudi Food and Drug Authority rather than through this route — we confirm the correct route at the start.

HS Codes

Water treatment equipment is classified mainly in heading 8421 as filtering or purifying machinery. These are examples only — the correct code depends on the exact product.

  • 8421.21 — Machinery and apparatus for filtering or purifying water
  • 8421.99 — Parts of filtering or purifying machinery, including replacement cartridges and membrane elements
  • 8421.29 — Filtering or purifying machinery for other liquids
  • 8539.49 — Ultraviolet lamps used in UV disinfection units
  • 8413.70 / 8413.81 — Booster and feed pumps supplied with the system
  • 3917.32 / 3917.39 — Plastic tubing supplied within the system
  • 3924.90 / 3926.90 — Plastic housings, storage vessels and accessories
The HS code follows the machinery, but the certificate follows the claims. Two systems in 8421.21 can be a simple sediment filter and a five-stage RO unit claiming lead and TDS reduction — assessed on completely different evidence. Applicable Saudi Requirements

Water treatment systems are certified through SABER registration, with drinking-water contact requirements applied to all wetted parts and the electrical requirements applied to powered units. The main requirements are:

  • A valid PCoC covering the system, the treatment stages, the rated capacity and the claimed reductions
  • An SCoC for each shipment before customs clearance
  • Drinking-water contact approval for every wetted material — housing, membrane, media, seals, tubing, faucet, tank bladder and fittings — showing no harmful migration and no effect on taste, odour or appearance
  • Lead-free compliance for wetted metal components, evidenced by the weighted-average lead content method
  • Structural integrity of the pressure-bearing housing — hydrostatic burst and cyclic pressure testing at the rated working pressure
  • Contaminant-reduction performance testing on the fully assembled system for every claim printed on the pack, run to the end of the stated cartridge life
  • Ultraviolet dose validation for UV units, with a lamp-failure or dose-monitoring alarm where claimed
  • Electrical safety for powered units — pumps, UV ballasts, controllers and dispensers — including protection against electric shock in a wet environment
  • Electromagnetic compatibility for units containing electronics
  • Materials suitable for Saudi supply conditions — high inlet total dissolved solids, chlorine content and elevated ambient temperature
  • Marking and documentation — model, rated flow, working pressure range, feed-water limits, cartridge life, replacement part numbers and an Arabic installation and user manual
  • A registered Saudi importer on the SABER platform

Technical Regulation

Water treatment systems are assessed under the SABER conformity scheme against the Saudi drinking-water contact requirements, together with the low-voltage electrical safety and electromagnetic compatibility regulations for powered units, using SASO and GSO standards that adopt the international methods. Material safety is shown to a recognised drinking-water scheme — the methods behind NSF/ANSI 61 (drinking-water system components) and NSF/ANSI 372 (lead content), or WRAS / BS 6920, KTW / W270 or ACS. Performance claims are substantiated to NSF/ANSI 42 (aesthetic effects such as chlorine, taste, odour and particulates), NSF/ANSI 53 (health effects such as lead, cysts and VOCs), NSF/ANSI 58 (reverse osmosis systems, including TDS reduction and daily production rate), NSF/ANSI 55 (ultraviolet microbiological systems, Class A and Class B), NSF/ANSI 44 (cation-exchange softeners) and NSF/ANSI 401 (incidental compounds). Electrical safety follows IEC 60335-1 with the applicable part-2 standard for the appliance type, and electromagnetic compatibility follows CISPR 14-1 and 14-2 or CISPR 32 and 35 depending on the product. The most common gap is a certificate for the component used to support a claim about the system. A membrane manufacturer's rejection figure and a carbon-block supplier's NSF listing describe those parts — they do not establish what the assembled unit removes at its rated flow, in the housing you build, at the end of the cartridge life you print on the box. If the pack says it removes something, the finished system has to have been tested removing it.

Testing / Standards

What is required depends on the system type and how much valid data already exists. Typical work includes:

  • Review of the wetted-materials list and existing drinking-water contact approvals, component by component
  • Extraction and migration testing of any wetted material without a current approval
  • Lead-content evaluation of wetted metal parts against the lead-free requirement
  • Hydrostatic burst and cyclic pressure testing of the housing and pressure vessel
  • Contaminant-reduction testing on the assembled system for each printed claim, with spiked influent to the end of the rated cartridge life
  • Reverse-osmosis specific testing — TDS reduction, daily production rate and recovery rating
  • Ultraviolet dose validation and lamp-monitoring or failure-alarm verification
  • Microbiological reduction testing where a bacteriological claim is made
  • Electrical safety testing of the pump, ballast, controller or dispenser to IEC 60335
  • Electromagnetic compatibility emissions and immunity testing
  • Flow-rate, pressure-drop and feed-water-limit verification at the declared operating conditions
  • Marking, Arabic manual and replacement-cartridge documentation review

PCoC Process

The Product Certificate of Conformity certifies the system against the applicable requirements. In outline:

  1. Scope and claims

    We confirm the system type, the treatment stages, the rated flow and capacity, the cartridge life, the HS code and — the decisive item — the exact list of reduction claims that will appear on the pack and in the manual.

  2. Materials and data review

    We work through the wetted-materials list component by component against the drinking-water approvals held, and check the reduction data against the claims and the assembled configuration.

  3. Testing

    An accredited laboratory carries out the material, pressure, performance, UV, electrical and EMC testing that the existing data does not cover.

  4. Technical review

    An approved certification body reviews the test evidence, the claim substantiation and the marking against the regulation.

  5. PCoC issued

    Once the review is satisfied, the PCoC is issued on the SABER platform. It is typically valid for one year.

SCoC Process

A Shipment Certificate of Conformity is issued per consignment and is what customs checks at the border. In outline:

  1. Shipment details submitted

    The commercial invoice, the packing list and the linked PCoC are submitted on the SABER platform for that specific consignment.

  2. Verification

    The shipment is verified against the valid PCoC, the models and configurations are checked against the certified range, and the rating plate, pack claims and Arabic manual are confirmed, and the SCoC fee is settled on the platform.

  3. SCoC issued

    The SCoC is issued for that shipment, allowing it to clear Saudi customs. Each new shipment needs its own SCoC.

Certification Timeline

The main variable is whether the reduction claims already have system-level test data, because challenge testing to the end of cartridge life runs for a fixed period. Our SABER timeline guide covers this in detail.

  • With current drinking-water approvals for all wetted parts, system-level reduction reports covering every printed claim and valid electrical and EMC reports — a PCoC can typically be arranged within one to two weeks
  • Where contaminant-reduction testing has to be run, allow several weeks — the test runs the system to the end of its rated cartridge life and the duration is fixed by the claimed capacity
  • Drinking-water extraction testing on an unapproved material has long fixed durations and should be started first
  • The fastest route by far is to delete a claim you cannot substantiate rather than test for it — we will tell you which claims are carrying the timeline
  • SCoC — normally issued quickly per shipment once a valid PCoC is in place

Common Problems

  • Reduction claims printed on the box with test data only for the media or membrane, not the assembled system
  • A percentage-removal claim tested at the start of cartridge life but claimed for the full rated capacity
  • One or two wetted components — usually O-rings, tubing or the faucet — with no drinking-water contact approval
  • Wetted brass or metal parts that do not meet the lead-free weighted-average requirement
  • No hydrostatic or cyclic pressure test on the housing, which is a pressure-bearing part
  • UV units with a lamp but no dose validation, and no lamp-failure alarm despite a microbiological claim
  • Electrical safety report for the pump alone rather than the appliance as sold
  • Feed-water limits not declared, then exceeded by Saudi supply TDS and chlorine levels in service
  • Replacement cartridges sold separately with no certificate of their own
  • English-only manual and rating plate with no Arabic

Frequently Asked Questions

Why isn't the membrane manufacturer's test report enough?

Because it describes the membrane, not your system. The rejection rate of a membrane element measured on a laboratory rig says nothing about what your assembled unit delivers at its rated flow, through your housing, pre-filters and storage tank, at the end of the cartridge life printed on your box. Any reduction claim on the pack has to be substantiated by challenge testing on the fully assembled system.

What counts as a wetted part?

Anything the drinking water touches on its way through the product — the housing and head, the membrane and media, every O-ring and gasket, internal tubing, the shut-off and check valves, the storage tank and its bladder, the dispensing faucet and all fittings. Each needs drinking-water contact approval. The parts most often missed are the small ones: seals, tubing and the faucet.

Do replacement cartridges need their own certificate?

Yes, where they are imported and sold as a separate product line. A replacement cartridge is a drinking-water component in its own right, so its media and housing materials need contact approval, and any reduction claim on the cartridge pack needs the same substantiation as a claim on the system. Cartridges shipped inside the system as supplied are covered by the system certificate.

Can I just remove a claim instead of testing for it?

Yes, and it is often the sensible commercial decision. Every claim you print is a claim you have to prove, and challenge testing to the end of cartridge life takes weeks. If a secondary claim is not driving sales, removing it from the artwork and the manual is the fastest way to a certificate. Does a UV unit need anything extra?

Yes. A UV disinfection unit needs dose validation showing the delivered ultraviolet dose across the rated flow range and over lamp life, and where a microbiological claim is made it needs a lamp-failure or dose-monitoring alarm that prevents untreated water being dispensed. The lamp and ballast are also electrical components requiring safety and electromagnetic compatibility evidence.
