Stainless steel cookware, hollowware, cutlery, serving ware, sinks and commercial kitchen equipment are regulated as food-contact products in Saudi Arabia. The assessment combines grade verification with migration testing of the food-contact surface. We coordinate the full SABER PCoC and SCoC process. Is a SABER Certificate Required for Stainless Steel Kitchenware?

Yes. Stainless steel pots, pans, pressure cookers, hollowware, cutlery, tableware, kitchen sinks, work tables and commercial (HORECA) kitchen equipment are treated as regulated food-contact products on the SABER platform. A Product Certificate of Conformity (PCoC) is required before each shipment can obtain a Shipment Certificate of Conformity (SCoC) and clear Saudi customs.

Stainless kitchenware is assessed on two fronts. First, the grade — 18/10 (304), 18/8, 18/0 (430) or the lower-nickel 201 series — is checked against the mill certificate and product marking. Second, because the product touches food, the food-contact surface is tested for the migration of nickel, chromium and other metals. Lower grades such as 201 are more prone to failing migration limits, which is why grade substitution is the most common problem.

Applicable Technical Regulations & Standards

Stainless steel kitchenware conformity runs through SABER registration. The exact regulation and standards are confirmed at assessment from the product type, grade and HS code.

  • Food-contact material requirements — overall and specific migration limits for metal in contact with food
  • Metal-release limits — nickel, chromium, manganese and other elements from the food-contact surface (EN ISO 8442 for cutlery and hollowware; Council of Europe metals & alloys guidance)
  • Grade and composition standards — EN 10088 / ASTM A240 for the stainless sheet used, confirming 304, 430 or the declared grade
  • Pressure cookers — additional mechanical-safety and pressure-relief requirements (EN 12778 type standards)

The grade marked on the product ("18/10", "304", "18/8") is verified against the mill certificate and, on inspection, by PMI or laboratory analysis. Kitchenware marked 18/10 but supplied in 201 is a frequent rejection cause because the lower chromium and nickel content changes both corrosion behaviour and metal migration.

Existing test reports from an accredited laboratory may be accepted if they cover the same grade, finish and product and are within validity. We assess existing reports before arranging new product testing, so you only test what is genuinely missing.

Frequently Asked Questions

Does stainless steel kitchenware really need migration testing?

Yes. Even though stainless steel is generally stable, the food-contact surface is tested for release of nickel, chromium and manganese, particularly for lower grades and for items used with acidic foods. The test is run on the finished product, not just the raw sheet.

What is the difference between 18/10, 18/8, 18/0 and 201?

18/10 and 18/8 correspond to grade 304 (18% chromium, 8–10% nickel) with good corrosion resistance and low metal migration. 18/0 is grade 430 (ferritic, no nickel). 201 is a lower-cost austenitic grade with reduced nickel and added manganese, which can raise metal-release results. The declared grade must match the mill certificate and the finished-product test.

Is this different from the general kitchenware certificate?

Do commercial kitchen sinks and work tables need SABER too?

Yes. Stainless sinks, worktables, shelving and commercial kitchen equipment are regulated. Food-contact surfaces are assessed for grade and migration, and any powered equipment additionally follows the electrical-safety route.

How much does it cost and how long does it take?

It depends on the grade and whether valid mill certificates and migration reports already exist. When acceptable reports are available, a stainless kitchenware PCoC can typically be arranged within a few working days; fresh migration testing on the finished product is the main variable otherwise.
