Stainless steel sheet, plate, coil, bar, tube, pipe, fittings and fabrications are regulated on the SABER platform when used in construction, water systems, food handling and industrial installations in Saudi Arabia. Is a SABER Certificate Required for Stainless Steel Products?

Yes. Stainless steel products used in construction, water and plumbing systems, food-contact applications and industrial plant are treated as regulated products on the SABER platform, most often under the Technical Regulation for Building Materials (steel and metal group) and the applicable SASO / GSO metal-product standards. A Product Certificate of Conformity (PCoC) must be issued before a Shipment Certificate of Conformity (SCoC) can be obtained for each consignment and the goods cleared through Saudi customs.

With stainless steel, conformity assessment focuses on grade verification. The declared grade — for example 304 / 304L, 316 / 316L, 430, 201 or duplex 2205 — determines the chemical composition, mechanical properties and corrosion behaviour expected of the product. The Mill Test Certificate (MTC / EN 10204 3.1) is the core evidence, and positive material identification (PMI) is frequently used to confirm the delivered product matches the certificate.

Applicable Technical Regulations & Standards

Stainless steel is certified through SABER registration, and the relevant standard depends on the product form and end use. The exact regulation and standards are confirmed at assessment from the product type and HS code.

  • Technical Regulation for Building Materials — steel and metal group, where the product is used in construction (cladding, handrails, structural sections, architectural trim)
  • Stainless steel grade standards — for example EN 10088 (stainless steels), ASTM A240 (sheet / plate), A276 (bar), A312 / A213 (tube and pipe) and A554 (welded ornamental tube)
  • Water and plumbing applications — stainless tube, fittings and tanks in contact with potable water are assessed for hygienic suitability; see pipes, valves & flanges and taps & mixers
  • Food-contact applications — stainless kitchenware, worktops and food-processing equipment are additionally assessed for food-grade suitability; see stainless steel kitchenware

The declared grade is checked against the mill certificate and, on inspection, against PMI or laboratory analysis of the supplied product. Substitution of a lower grade (for example 201 supplied as 304, or standard 304 supplied as 316) is a common reason for applications being held, so the grade on the datasheet, marking and certificate must all match.

Testing Requirements

Testing for stainless steel products centres on grade confirmation and corrosion performance:

  • Chemical composition analysis — chromium, nickel, molybdenum and carbon content to confirm the grade
  • Positive material identification (PMI) — rapid on-site grade verification of the delivered product
  • Mechanical properties — tensile strength, yield, elongation and hardness
  • Corrosion resistance — intergranular corrosion (ASTM A262 / EN ISO 3651) and, for coastal or marine use, pitting resistance
  • Dimensional, surface-finish (2B, BA, No. 4) and, for welded tube, weld-integrity checks

A valid mill test certificate from the producing mill, supported by testing from an ISO/IEC 17025 accredited laboratory where required, forms the core of the evidence. We review your MTCs first and arrange only the verification product testing that is actually needed.

How is the stainless steel grade verified?

The declared grade (304, 316, 430, duplex, etc.) is checked against the mill certificate composition and, on inspection, against positive material identification or a laboratory chemical analysis of the delivered product. The grade on the datasheet, the product marking and the certificate must all agree.

How much does SABER certification for stainless steel cost and how long does it take?

It depends mainly on whether complete mill certificates are available and whether independent grade or corrosion verification is needed. When MTCs are in order and match the marking, a PCoC can often be arranged within a few working days; if fresh testing is required, the laboratory turnaround is the main variable. How long is the PCoC valid, and do I need a new SCoC for every shipment?

A Product Certificate of Conformity is typically valid for one year, so a single PCoC can cover multiple shipments of the same product during that period. An SCoC is issued per consignment — every individual shipment needs its own Shipment Certificate before it can clear Saudi customs.
