Yes. Pipe flanges used in water, oil, gas, process and building services are regulated on the SABER platform, primarily under the Technical Regulation for Building Materials (steel and metal group) and, for pressure-system use, the pressure-equipment framework. A Product Certificate of Conformity (PCoC) must be issued before a Shipment Certificate of Conformity (SCoC) can be obtained for each consignment and the goods cleared through Saudi customs.
Flange conformity rests on two things: the dimensional standard (bolt circle, raised face, thickness and drilling to ASME B16.5 / B16.47 or EN 1092-1) and the material test certificate (MTC / EN 10204 3.1 or 3.2) confirming the forging grade — for example ASTM A105 (carbon), A182 F304 / F316 (stainless) or A350 LF2 (low-temperature). Positive material identification (PMI) is often used to confirm the delivered flanges match the certificate.

Is the material test certificate enough on its own?
The EN 10204 3.1 / 3.2 certificate is essential, but the stamped grade still needs to be verifiable — typically by PMI — and the flange dimensions must be confirmed against the declared standard and pressure class. We confirm what is required at assessment.
Which flange standards are accepted?

A Product Certificate of Conformity is typically valid for one year, so a single PCoC can cover multiple shipments of the same flange range during that period. An SCoC is issued per consignment — every individual shipment needs its own Shipment Certificate before it can clear Saudi customs.
