The appliance itself is straightforward to certify, but two things trip exporters up repeatedly: the advertised motor wattage, which is often a marketing figure rather than the tested rated input power, and the lithium battery in cordless models, which is regulated as a separate item with its own test evidence and shipping rules.
A Product Certificate of Conformity (PCoC) is required for the model and a Shipment Certificate of Conformity (SCoC) for each consignment. Where the category is covered by Saudi efficiency requirements, the declared input power and performance data must be supported by accredited testing and must match the rating plate and packaging — a discrepancy between the carton and the test report is enough to hold a shipment.

Technical Regulation

Testing / Standards
Vacuum cleaners are typically evaluated for electrical safety and declared performance. Typical verification includes:

PCoC Process
The Product Certificate of Conformity certifies the vacuum cleaners model or range against the applicable standards. In outline:

- Report and rating review
We check whether your safety and performance reports can be reused, confirm the declared input power matches the rating plate and carton, and review battery evidence for cordless models.
- Technical review
An approved certification body reviews the documents, markings, ratings and test evidence against the regulations.
- PCoC issued
Once the review is satisfied, the PCoC is issued on the SABER platform, together with the efficiency label where the category requires one. It is typically valid for one year.
SCoC Process
A Shipment Certificate of Conformity is issued per consignment and is what customs checks at the border. In outline:
- Shipment details submitted
The invoice, packing list and the linked PCoC are submitted for the specific consignment.
- Verification and payment
The shipment is verified against the valid PCoC and any efficiency registration, and the SCoC fee is settled on the platform.
- SCoC issued
The SCoC is issued for that shipment, allowing it to clear Saudi customs. Each new shipment needs its own SCoC.
Certification Timeline

- With acceptable existing safety and performance reports — a PCoC can typically be arranged within a few working days
- Cordless models without existing battery reports — IEC 62133 and UN 38.3 testing is usually the longest item
- When fresh appliance testing is required — laboratory turnaround is the main driver, usually a few weeks depending on scope
- SCoC — normally issued quickly per shipment once a valid PCoC is in place

Frequently Asked Questions
Do cordless vacuum cleaners need extra certification for their batteries?
Yes. The lithium-ion pack in a cordless vacuum is regulated in its own right. It normally needs cell and pack safety evidence to IEC 62133 and transport testing to UN 38.3, and spare packs shipped alongside the appliance need their own classification and documentation. This is frequently overlooked because the battery is seen as a component rather than a regulated item. We identify it at assessment so it does not surface once the shipment is booked.
My vacuum is advertised as 2000W but the rating plate says less — is that a problem?
It can be, and it is one of the most common issues in this category. Marketing wattage figures often refer to peak or motor input rather than the tested rated input power, and Saudi assessment works from the tested figure and the rating plate. If the carton claims a figure the test report does not support, or if the claimed figure exceeds the permitted limit for the category, the file will not pass. We reconcile the carton, the rating plate and the test report before submission.
Are wet-and-dry vacuum cleaners treated differently?
Yes. Appliances that pick up liquid are assessed against the water-suction provisions of IEC 60335-2-2, which cover risks a dry-only machine does not present. A safety report prepared for a standard canister vacuum will not cover a wet-and-dry model, and submitting one in place of the other is a common cause of an incomplete file. Can one PCoC cover several vacuum cleaner models?
A PCoC can often cover a range of related models from the same manufacturer and family where they share electrical design and construction. Models with materially different motor ratings, or a mix of corded and cordless products, usually need separate treatment because the applicable evidence differs.
