SABER Certificate for Wood-Based Panels in Saudi Arabia

The headline requirement for plywood, MDF, particleboard and OSB is the formaldehyde emission class — measured on the exact board construction and declared as E1, E0 or an equivalent low-emission grade. On top of that the panel needs a reaction-to-fire classification and the mechanical and moisture-resistance properties for its board type and use class. Overview

Wood-based panels are a chemical-emission and performance product. The boards are made by bonding wood veneers, strands, particles or fibres with a synthetic resin — usually urea-formaldehyde, melamine-urea-formaldehyde or phenolic — and the resin releases formaldehyde, a regulated indoor-air pollutant. The certificate turns first on the panel's measured formaldehyde emission class (E1, E0 or a low-emission equivalent), tied to the specific board construction, facing and thickness; then on its reaction-to-fire classification (EN 13501-1) where it is used in construction or interiors; then on the mechanical and moisture properties — bending strength, internal bond, swelling — that its board type and intended use class require.

Wood-based panels fall under the SABER conformity scheme, generally within the Technical Regulation for Wood and Wooden Products, with the Building Materials requirements applied additionally where the panel is used structurally or as a lining. A Product Certificate of Conformity (PCoC) is required for the product, and a Shipment Certificate of Conformity (SCoC) is required for each consignment before it can clear Saudi customs. Product Types

The SABER route and the emission / performance requirements apply across:

  • Plywood — hardwood, softwood, marine and film-faced / shuttering plywood
  • Medium-density fibreboard (MDF) and high-density fibreboard (HDF), including moisture-resistant and fire-retardant grades
  • Particleboard / chipboard — raw, melamine-faced (MFC) and moisture-resistant (P3 / P5)
  • Oriented strand board (OSB) — OSB/2, OSB/3, OSB/4
  • Blockboard, laminboard and battenboard
  • Hardboard and softboard (low-density fibreboard)
  • Cement-bonded particleboard and other mineral-bonded panels
  • Veneered, laminated (HPL / CPL) and pre-finished decorative panels
  • Densified / compressed wood panels

The scope of the certificate is defined from the board type, the bonding resin, the facing, the thickness range, the declared use class and the HS code, so the range you export is covered. The formaldehyde class and fire class always relate to the exact construction tested.

HS Codes

Wood-based panels are classified in Chapter 44. These are examples only — the correct code depends on the exact product.

  • 4410 — Particleboard, oriented strand board (OSB) and similar board of wood or other ligneous materials
  • 4411 — Fibreboard of wood or other ligneous materials — MDF, HDF and hardboard, by density band
  • 4412 — Plywood, veneered panels and similar laminated wood; blockboard, laminboard and battenboard
  • 4413 — Densified wood, in blocks, plates, strips or profile shapes
  • 4418.73 / 4418.75 — Assembled flooring panels of bamboo or multilayer wood (where the panel is a finished flooring product)
The HS code follows the board type, but the certificate follows the construction. Two MDF panels in the same heading can carry very different formaldehyde and fire classes depending on the resin and any added retardant. Applicable Saudi Requirements

Wood-based panels are certified through SABER registration under the Technical Regulation for Wood and Wooden Products (and the Building Materials requirements where used in construction). The main requirements are:

  • A valid PCoC covering the panel range and its declared classes
  • An SCoC for each shipment before customs clearance
  • A formaldehyde emission class from an accredited test on the exact board construction — E1 as the general acceptance level, with E0 / low-emission grades declared where claimed; formaldehyde-free (phenolic or MDI-bonded) products declared as such with supporting evidence
  • Reaction-to-fire classification to EN 13501-1 for panels used in construction, wall / ceiling linings or fitted interiors — with any fire-retardant treatment identified
  • Mechanical properties for the board type — bending strength and modulus, internal bond (tensile perpendicular), surface soundness, screw / nail holding
  • Moisture behaviour — thickness swelling and, for humid or structural use classes, bond quality after a cyclic / boil test
  • Density, moisture content, dimensional and squareness tolerances against the product standard
  • Bio-hazard / preservative declaration for marine and exterior grades, and formaldehyde-scavenger or additive disclosure
  • Durable marking / label — manufacturer, board type and grade, formaldehyde class, fire class where claimed, use class, nominal thickness and production date
  • A technical datasheet and handling instructions in Arabic and a registered Saudi importer on the SABER platform

Technical Regulation

Wood-based panels are assessed under Saudi Arabia's Technical Regulation for Wood and Wooden Products, which sets a mandatory limit on formaldehyde emission (aligned with the E1 class) and requires conformity assessment before the product is placed on the market; panels used in construction additionally fall under the Technical Regulation for Building Materials. Formaldehyde emission is measured to EN 717-1 (chamber method, the reference), EN 717-2 (gas analysis), EN ISO 12460-3 / -5 or the perforator method EN ISO 12460-5; for the US market the equivalent evidence is ASTM E1333 / ASTM D6007 against the CARB ATCM 93120 / EPA TSCA Title VI limits. Board performance follows the product standards: EN 312 (particleboard), EN 622 series (fibreboard — MDF, HDF, hardboard, softboard), EN 300 (OSB), EN 636 (plywood), EN 634 (cement-bonded particleboard) and the umbrella standard EN 13986 for wood-based panels used in construction (which links the panel to CE / reaction-to-fire and formaldehyde declarations). US / ANSI equivalents are ANSI A208.1 (particleboard), ANSI A208.2 (MDF) and ANSI/HPVA HP-1 (hardwood plywood). Reaction to fire is classified to EN 13501-1 from EN ISO 11925-2 and EN 13823 (SBI) test data. The exact standard set is confirmed at assessment. The most common failure is an emission test that does not represent the shipped product — tested on unfaced board when the export is melamine-faced, on a different thickness, or old data from before a resin change. The formaldehyde class has to come from the construction you are actually selling, and a faced or laminated panel is a different test from the raw core.

Testing / Standards

What is required depends on the board type and how much valid data already exists. Typical work includes:

  • Formaldehyde emission test on the representative construction — chamber (EN 717-1), gas analysis (EN 717-2) or perforator (EN ISO 12460-5)
  • Reaction-to-fire testing — EN ISO 11925-2 ignitability and EN 13823 SBI — and EN 13501-1 classification
  • Bending strength and modulus of elasticity (EN 310)
  • Internal bond / tensile strength perpendicular to the plane (EN 319)
  • Thickness swelling after water immersion (EN 317)
  • Bond quality — plywood shear (EN 314) or particleboard / fibreboard cyclic test for humid and structural classes
  • Density (EN 323), moisture content (EN 322) and dimensional / squareness checks (EN 324)
  • Surface soundness and screw-holding where the use class requires it
  • Fire-retardant loading verification for treated grades

PCoC Process

The Product Certificate of Conformity certifies the panel range against the applicable requirements. In outline:

  1. Scope and construction

    We confirm the board type, resin, facing, thickness range, declared use class, the HS code and the range, and define what the certificate should cover and which constructions must be tested.

  2. Data review

    We check the formaldehyde, fire and mechanical test reports against the constructions actually being exported.

  3. Testing

    An accredited laboratory carries out the emission, fire and board-property testing that the existing data does not cover.

  4. Technical review

    An approved certification body reviews the test evidence, the declared classes and the marking against the regulation.

  5. PCoC issued

    Once the review is satisfied, the PCoC is issued on the SABER platform. It is typically valid for one year.

SCoC Process

A Shipment Certificate of Conformity is issued per consignment and is what customs checks at the border. In outline:

  1. Shipment details submitted

    The invoice, packing list with the panel grades and quantities and the linked PCoC are submitted for the specific consignment.

  2. Verification

    The shipment is verified against the valid PCoC, the panels are checked against the certified range, classes and marking, and the SCoC fee is settled on the platform.

  3. SCoC issued

    The SCoC is issued for that shipment, allowing it to clear Saudi customs. Each new shipment needs its own SCoC.

Certification Timeline

  • With current emission, fire and board-property reports covering the exact constructions — a PCoC can typically be arranged within one to two weeks
  • When a chamber emission test is needed — allow several weeks, as the EN 717-1 method has a fixed conditioning and sampling duration
  • Reaction-to-fire testing and classification adds to the programme where a fire class is claimed
  • SCoC — normally issued quickly per shipment once a valid PCoC is in place

Common Problems

Frequently Asked Questions

What formaldehyde class does Saudi Arabia require?

The Technical Regulation for Wood and Wooden Products sets a mandatory emission limit aligned with the E1 class, measured by an accredited test on the board as supplied. Lower-emission grades (E0 or a declared low-formaldehyde class) can be claimed with supporting test data. Phenolic-bonded and MDI-bonded panels that are effectively formaldehyde-free are declared as such with evidence.

Does the test have to be on the faced panel or the raw board?

On the construction you are actually exporting. A melamine-faced or laminated panel behaves differently from its raw core — the facing can lower measured emission — so the emission class must come from a test on the representative faced product, at the thickness range being shipped, with current resin.

Do wood-based panels need a fire classification?

Where the panel is used in construction, as a wall or ceiling lining, or in fitted interiors, yes — a reaction-to-fire classification to EN 13501-1 based on EN ISO 11925-2 and EN 13823 test data. Panels going only into furniture or onward factory manufacture may not need a fire class, but this is confirmed at assessment based on the stated end use.

Is CARB / EPA TSCA Title VI evidence accepted?

Yes, as equivalent formaldehyde evidence. ASTM E1333 or ASTM D6007 results against the CARB ATCM 93120 / EPA TSCA Title VI limits are recognised in place of the EN 717 series, provided they cover the exact construction. The certification body confirms equivalence to the required class.

How much does SABER certification for wood-based panels cost and how long does it take?

It depends mainly on whether a current formaldehyde emission test on the representative construction exists, and whether a fire class is required.
