Because they move air and hold standing water, they also attract scrutiny on motor power, airflow rating and the hygiene of wetted parts. Overview

Air coolers sell in very large volumes across the Kingdom, particularly for outdoor, workshop, warehouse and labour-accommodation use, where the dry Saudi climate makes evaporative cooling effective. That volume is exactly why the category is watched closely at the border: a container of coolers is a single shipment but thousands of individual appliances placed into consumer hands.

Two things must be in place before an air cooler can clear customs. The first is conformity certification through SABER — a Product Certificate of Conformity (PCoC) for the model and a Shipment Certificate of Conformity (SCoC) for each consignment. The second is energy-efficiency registration and an approved SASO efficiency label showing the declared airflow and rated input power. An air cooler that is electrically safe but carries no registered label is still stopped.

HS Codes

Evaporative coolers are commonly classified under the headings below. These are examples only — the correct code depends on the cooling method and construction, and this is the single most common classification trap in this category.

  • 8479.60 — Evaporative air coolers — the usual heading for true desert coolers
  • 8414.51 — Table, floor, wall, window, ceiling or roof fans with self-contained motor ≤ 125 W
  • 8414.59 — Other fans — larger axial and industrial fan units
  • 8415.10 — Window or wall air-conditioning machines, self-contained — a refrigerant-based unit, not an evaporative cooler
  • 8479.89 — Other machines and mechanical appliances with individual functions
An evaporative cooler and an air conditioner are different products with different regulations, different efficiency rules and different duty treatment. Declaring a desert cooler under an air-conditioning heading (8415) pulls it into the refrigerant-based air-conditioner regime and its MEPS thresholds, which it cannot meet. Applicable Saudi Requirements

Air coolers are certified through SABER registration on the Saudi platform, together with efficiency registration. The main requirements are:

  • A valid PCoC issued against the applicable Technical Regulation and standards
  • An SCoC for each individual shipment before customs clearance
  • Electrical safety test evidence to the applicable IEC household-appliance standards
  • Energy-performance evidence supporting the declared airflow and rated input power
  • A registered and approved SASO efficiency label affixed to each unit where the category requires it
  • Correct marking of voltage, frequency, rated power, airflow and water-tank capacity
  • An appropriate IP rating where the cooler is intended for outdoor or wet-area use
  • A registered Saudi importer on the SABER platform to link the shipment

Technical Regulation

Air coolers are assessed under the applicable Saudi Technical Regulation for low-voltage electrical equipment and household appliances, together with the Saudi energy-efficiency and labelling requirements that apply to the cooling appliance category. Because an air cooler combines a motor, a water pump and standing water in one enclosure, it is assessed against more than one part of the IEC 60335 series. A unit certified only as a fan, with nothing covering the wetted section, is a common reason a technical review comes back incomplete.

Testing / Standards

Air coolers are typically evaluated for electrical safety, water-related safety and declared performance. Typical verification includes:

  • IEC 60335-1 — general requirements for the safety of household and similar electrical appliances
  • IEC 60335-2-80 — particular requirements for fans, covering the air-moving section
  • IEC 60335-2-98 — particular requirements for humidifiers, relevant to the evaporative and wetted section
  • CISPR 14-1 and CISPR 14-2 — electromagnetic emission and immunity for household appliances

PCoC Process

The Product Certificate of Conformity certifies the air coolers model or range against the applicable standards. In outline:

  1. Classification and scope

    We confirm whether the unit is genuinely an evaporative cooler or an air conditioner, fix the HS code, and define the airflow and power ratings the certificate should cover.

  2. Report and label review

    We check whether your safety, EMC and performance reports can be reused, confirm the declared ratings are supported, and prepare the efficiency label where the category requires one.

  3. Technical review

    An approved certification body reviews the documents, markings, ratings and test evidence against the regulations.

  4. PCoC and label issued

    Once the review is satisfied, the PCoC is issued on the SABER platform and the approved label is confirmed for the model. It is typically valid for one year.

SCoC Process

A Shipment Certificate of Conformity is issued per consignment and is what customs checks at the border. In outline:

  1. Shipment details submitted

    The invoice, packing list and the linked PCoC are submitted for the specific consignment.

  2. Verification and payment

    The shipment is verified against the valid PCoC and any efficiency registration, and the SCoC fee is settled on the platform.

  3. SCoC issued

    The SCoC is issued for that shipment, allowing it to clear Saudi customs. Each new shipment needs its own SCoC.

Certification Timeline

  • With acceptable existing safety, EMC and performance reports — a PCoC can typically be arranged within a few working days
  • When fresh testing is required — laboratory turnaround for combined safety and airflow testing is the main driver, usually a few weeks depending on scope
  • Seasonal peak — air cooler shipments cluster before summer, so build buffer into pre-season consignments
  • SCoC — normally issued quickly per shipment once a valid PCoC is in place

Common Problems

  • Unit declared under an air-conditioning HS heading (8415) instead of an evaporative-cooler heading, pulling it into the wrong regulation

Frequently Asked Questions

Is an air cooler treated the same as an air conditioner for SABER?

No, and this is the most important distinction in the category. An evaporative air cooler works by passing air over water and is normally classified under HS 8479.60. An air conditioner uses a refrigerant circuit and falls under HS 8415, with its own Technical Regulation and much stricter energy-efficiency thresholds. Declaring a desert cooler as an air conditioner pulls it into MEPS rules it was never designed to meet, and the certificate will fail. We confirm which regime applies before anything is submitted.

Which safety standard applies to an evaporative cooler?

An air cooler is not a single-function appliance, so it is usually assessed against more than one part of the IEC 60335 series — IEC 60335-1 for general safety, IEC 60335-2-80 for the fan section, and IEC 60335-2-98 for the humidifying and wetted section. My cooler is sold for outdoor use — does that change anything?

Yes. A cooler marketed for courtyards, workshops, construction sites or other outdoor and wash-down environments needs ingress-protection (IP) evidence appropriate to that use. Selling an indoor-rated unit into an outdoor application without IP testing is a genuine safety issue and a frequent gap in submitted files.
